Chair McIff called the meeting to order at 8:15 a.m.

 

MOTION:     Rep. Ward moved to approve the minutes of the February 12, 2015, and February 17, 2015, meetings. The motion passed unanimously.

 

H.B. 249         Rights of Children Conceived Through Artificial Insemination (Rep. D. Pitcher)


Rep. Pitcher explained the bill to the committee.

 

Spoke for the bill:       Michelle McOmber, CEO, Utah Medical Association

 

MOTION:     Rep. Barlow moved to amend the bill as follows:

 

1.    Page 1, Lines 17 through 18:   

 

17         allows a person conceived through assisted reproduction access to the

18nonidentifying medical history of the donor from the fertility clinic  ; and

       ► relieves the donor of financial liability for the resulting child  .

 

2.    Page 2, Line 41:  

 

41the reproduction process that resulted in the person's birth.

         (3) Under no circumstance may a person who donated to a fertility clinic for the purpose of assisted reproduction be liable for financial support to the child conceived through assisted reproduction or the child's parent. 

 

The motion passed with Rep. Thurston voting in opposition.

 

MOTION:     Rep. Spendlove moved to table the bill.

 

SUBSTITUTE

MOTION:     Rep. Brown moved to hold the bill. Rep. Spendlove withdrew his motion to table the bill. The motion by Rep. Brown passed with Rep. Kennedy voting in opposition.

 

H.B. 156         Medicaid Preferred Drug List Amendments (Rep. R. Ward)

 

Chair McIff announced that H.B. 156 was considered previously by the committee and returned to the Rules Committee with a recommendation that it be referred to interim study.

 

MOTION:     Rep. Thurston moved that the committee reconsider its action on the bill. The motion passed with Rep. Hall, Rep. Kennedy, Rep. Ray and Rep. Spendlove voting in opposition.

 

SUBSTITUTE

MOTION:     Rep. Ward moved to replace H.B. 156 with 3rd Substitute H.B. 156, "Medicaid Preferred Drug List Amendments."

 

Rep. Ward explained 3rd Substitute H.B. 156 and distributed two handouts, "Preferred Drug List," provided by R. Chet Loftis, Director, Public Employees Health Plan, and "Medicaid Preferred Drug Lists for Mental Health and Substance Abuse."

                                               Mark Swenson, pharmacist

 

Handouts were provided by the Epilepsy Foundation.

 

MOTION:     Rep. Thurston moved to adjourn the meeting. The motion passed with Rep. Chavez-Houck voting in opposition and Rep. McIff absent for the vote.

 

Vice Chair Spendlove adjourned the meeting at 9:55 a.m.
