Chair McIff called the meeting to order at 4:20 p.m.
MOTION: Rep. Ward moved to approve the minutes of February 23, 2015. The motion passed unanimously with Rep. Thurston absent for the vote.
S.B. 103 Child Welfare Amendments (Sen. W. Harper)
Rep. Ray explained S.B. 103 to the committee.
MOTION: Rep. Barlow moved to pass H.B. 103 out favorably. The motion passed unanimously with Rep. Thurston absent for the vote.
MOTION: Rep. Ray moved to place S.B. 103 on the Consent Calendar. The motion failed for lack of a unanimous vote with Chair McIff and Rep. Redd voting in opposition and Rep. Thurston absent for the vote.
S.B. 149 Repeal of Funds (Sen. A. Christensen)
Rep. Fawson explained S.B. 149 to the committee.
MOTION: Rep. Ward moved to pass S.B. 149 out favorably. The motion passed unanimously with Rep. Thurston absent for the vote.
MOTION: Rep. Spendlove moved to place S.B. 149 on the Consent Calendar. The motion passed unanimously with Rep. Thurston absent for the vote.
S.B. 172 Emergency Medical Services Amendments (Sen. C. Bramble)
Sen. Bramble explained S. B. 172 to the committee.
MOTION: Rep. Barlow moved to pass S.B. 172 out favorably. The motion passed unanimously with Rep. Thurston absent for the vote.
The committee sauntered for ten minutes.
H.B. 249 Rights of Children Conceived Through Artificial Insemination (Rep. D. Pitcher)
Rep. Pitcher explained 1st Substitute H.B. 249 to the committee.
Spoke for the bill: Bill Cordray, representing himself and others conceived through artificial insemination. Mr. Cordray provided a handout to the committee; "Fact Sheet from ReproductiveFacts.org"
MOTION: Rep. Ward moved to replace H.B 249 with 1st Substitute H.B. 249, "Rights of Children Conceived Through Artificial Insemination." The motion passed unanimously with Rep. Thurston absent for the vote.
MOTION: Rep. Kennedy moved to pass 1st Substitute H.B. 249 out favorably. The motion passed unanimously.
MOTION: Rep. Spendlove moved adjourn the meeting. The motion passed unanimously.
Chair McIff adjourned the meeting at 5:35 p.m.
