Chair McIff called the meeting to order at 4:16 p.m.
MOTION: Rep. Spendlove moved to approve the minutes of February 26, 2015. The motion passed with Rep. Barlow, Rep. Brown, Rep. Hall, and Rep. Ward absent for the vote.
H.B. 390 Local Health Departments Emergency Funding (Rep. P. Ray)
Rep. Ray explained the bill to the committee.
MOTION: Rep. Redd moved to pass H.B. 390 out favorably. The motion passed with Rep. Barlow, Rep. Brown, and Rep. Hall absent for the vote.
MOTION: Rep. Ray moved to place H.B. 390 on the Consent Calendar. The motion passed unanimously with Rep. Barlow, Rep. Brown, and Rep. Hall absent for the vote.
H.B. 230 Coverage for Eosinophilic Disorders (Rep. C. Moss)
Rep. Moss explained the bill to the committee with the assistance of Tammy Zundel, Utah Eosinophilic Disorder Association. Ms. Zundel provided two handouts pertaining to the bill.

MOTION: Rep. Chavez-Houck moved to pass 1st Substitute H.B. 230 out favorably.

S.B. 102 Online Pharmacy Amendments (Sen. C. Bramble)
Sen. Bramble explained the bill to the committee.

MOTION: Rep. Spendlove moved to pass 1st Substitute H.B. out favorably. The motion passed with Chair McIff and Rep. Ward voting in opposition and Rep. Chavez-Houck absent for the vote.
H.B. 364 Suicide Prevention Amendments (Rep. S. Eliason)
Rep. Eliason explained the bill to the committee with the assistance of Kim Myers, representing Suicide Prevention Resource Center. Ms. Myers provided a handout, "Utah Suicide Facts."

MOTION: Rep. Spendlove moved to amend the H.B. 364 As follows:
1. Page 4, Line 117 through Page 5, Line 121:
117 (iv) covers the topics described in Subsection (2).
118 (b) (i) A school district shall annually offer one parent seminar for each 11,000 students
119enrolled in the school district.
(ii) Notwithstanding Subsection (1)(b)(i), a school district may not be required to offer more than three seminars.
120 (c) A school district may:
121 (i) develop its own curriculum for the seminar described in Subsection (1)(a); or
2. Page 8, Lines 219 through 224:
219 (1) expend appropriations under this section to implement the programs and training
220described in Section 53A-15-1301 addressing bullying and cyberbullying; and
221 (2) make up to { $1,000 } $1,500 available to each requesting school, for the school to choose a
222program or training curriculum from a Utah-based organization that is tax exempt under
223Section 501(c)(3), Internal Revenue Code, and that is focused on programs and training
224addressing bullying and cyberbulling.
The motion passed unanimously.
MOTION: Rep. Brown moved to pass H.B.364 out favorably as amended. The motion passed unanimously.
H.B. 380 Disabled Adult Guardianship Amendments (Rep. R. Edwards)
Rep. Edwards explained the bill to the committee.

MOTION: Rep. Brown moved to adjourn the meeting. The motion passed unanimously with Rep. Hall and Rep. Spendlove absent for the vote.
