Chair Ipson called the meeting to order at 3:48 p.m.

 

MOTION:     Rep. Peterson moved to approve the minutes of the February 10, 2015 meeting. The motion passed unanimously with Rep. Eliason, Rep. Hollins, Rep. Redd, and Rep. Roberts absent for the vote.

 

H.B. 252         Human Trafficking Amendments (Rep. Brian S. King)


Rep. King explained the bill to the committee with the assistance of Gregory Ferbrache, Office of the Attorney General.

MOTION:     Rep. Romero moved to amend the bill as follows:

 

1.    Page 2, Line 30:  

 

30   (1) "Commercial sexual activity with a child" means any sexual act  with a child  , on account of

 

2.    Page 2, Lines 33 through 35:   

 

33transports, or obtains a child for  sexual exploitation or forced  labor {  or sexual exploitation  } .

34   (3) (a) Human trafficking of a child for  forced  labor includes labor in industrial facilities,

35sweatshops, households, agricultural enterprises, {  and  }  or  any other workplace.

 

3.    Page 2, Line 54:  

 

54Section 76-5-308 {  or human trafficking of a child under Section 76-5-308.5  } is guilty of a second

 

The motion to amend passed unanimously with Rep. Redd absent for the vote.

 

MOTION:     Rep. Daw moved to pass H.B. 252 out with a favorable recommendation. The motion passed unanimously with Rep. Redd absent for the vote.

 

1st Sub. S.B. 65         In-state Tuition for Families of Fallen Public Safety Officers Amendments (Sen. C. Bramble)

 

Sen. Bramble explained the bill to the committee.

 

MOTION:     Rep. Ray moved to amend the bill as follows:

 

1.    Page 2, Lines 35 through 39:   

 

35   (2) "Department" means the Department of Public Safety.

36   (3)  (a)  "Fees" means {  charges,  }  general course fees,  in addition to tuition, that are:

37    {  (a)  }  (i)  imposed by a state institution of higher education; and

38    {  (b)  }  (ii)  required to be paid by a student to {   enroll in the state institution of higher education

39or   } engage in a course of study at the state institution of higher education.

 (b) "Fees" does not include a special course fee. 

 

The motion to amend passed unanimously with Rep. Redd absent for the vote.

 

MOTION:     Rep. Daw moved to pass S.B. 65 out with a favorable recommendation. The motion passed unanimously with Rep. Redd absent for the vote.

 

 

H.B. 173         Rescue Dog Training Amendments (Rep. D. Pitcher)

 

Rep. Pitcher explained the bill to the committee with the assistance of Sonja Nordstrom, Great Basin K-9 Search and Rescue and Dr. Todd Grey, Utah State Chief Medical Examiner.

 

Spoke against the bill:            Joseph Fuchsel, Utah Eagle Forum

 

MOTION:     Rep. Ray moved to replace H.B. 173 with 1st Substitute H.B. 173. The motion passed unanimously.

 

MOTION:     Rep. Tanner moved to amend the bill as follows:

 

1. Line 44: reinstate the original language and delete ";"

2. Line 45: delete "(B) where", and, delete brackets and reinstate".", delete ";or"

3. Lines 46-48: delete lines 46-48

4. Line 112: after "body" insert "or to a personal friend of the deceased who requests the body for burial"

 

SUBSTITUTE

MOTION:     Rep. Ray moved to pass 1st Substitute H.B. 173 out with a favorable recommendation. The motion passed with Rep. Tanner voting in opposition.

 

MOTION:     Rep. Daw moved to adjourn the meeting. The motion passed unanimously.
