Chair Ipson called the meeting to order at 8:03 a.m.

H.B. 428         Online Parenting Course for Divorcing Parties (Rep. C. Moss)

Rep. Moss explained the bill to the committee.

MOTION:     Rep. Tanner moved to pass H.B. 428 out with a favorable recommendation. The motion passed with Rep. Eliason voting in opposition. Rep. McIff, Rep. Peterson, and Rep. Peterson were absent for the vote.

MOTION:     Rep. Ray moved to approve the minutes of the March 4, 2015 meeting. The motion passed unanimously with Rep. McIff, Rep. Peterson, and Rep. Roberts absent for the vote.

Chair Ipson relinquished the Chair to Vice Chair Roberts.

H.B. 454         Prison Development Amendments (Rep. B. Wilson)

Rep. Wilson explained the bill to the committee.

Spoke against the bill:            Jewel Allen, No Prison in Tooele Committee

MOTION:     Rep. Ray moved to replace H.B. 454 with 1st Substitute H.B. 454. The motion passed unanimously with Rep. Peterson absent for the vote.

MOTION:     Rep. Ipson moved to pass 1st Substitute H.B. 454 out with a favorable recommendation. The motion passed unanimously with Rep. Peterson absent for the vote.

H.B. 415         Regulation of Electronic Cigarettes (Rep. P. Ray)

Rep. Ray explained the bill to the committee.

Rep. Ipson declared a conflict of interest.

MOTION:     Rep. Daw moved to pass 1st Substitute H.B. 415 out with a favorable recommendation. The motion passed with Rep. Roberts voting in opposition.

S.B. 238          Prostitution Amendments (Sen. A. Millner) (Rep. L. Perry)

Sen. Millner explained the bill to the committee.

MOTION:     Rep. Romero moved to amend the bill as follows:

1.    Page 2, Line 31:  

31equivalent of a fee {  , including barter or trade of goods  } ;

2.    Page 3, Line 87:  

87functional equivalent of a fee {  , including barter or trade of goods  } ;

The motion to amend passed unanimously with Rep. Ray absent for the vote.

MOTION:     Rep. McIff moved to pass S.B. 238 out with a favorable recommendation, as amended. The motion passed unanimously with Rep. Ray absent for the vote.

MOTION:     Rep. Ipson moved to place S.B. 238 on the consent calendar. The motion passed unanimously with Rep. Ray absent for the vote.

S.B. 134          Game Fowl Fighting - Amendments (Sen. G. Davis)

Sen. Davis explained the bill to the committee with the assistance of Sundays Hunt, Utah Director, United States Human Society.

This bill was not considered.

MOTION:     Rep. Ipson moved to adjourn the meeting. The motion passed unanimously.
