Chair Perry called the meeting to order at 2:15 p.m.
H.B. 59 Agriculture Modifications (Rep. M. McKell)
Rep. McKell explained the bill to the committee. Sterling Brown, Utah Farm Bureau, and Robin Cahoon, Marketing Coordinator, Utah Division of Wildlife Resources, answered questions from the committee.
MOTION: Rep. Brown moved to amend the bill as follows:
1. Page 2, Lines 38 through 43:
38 For the purpose of this chapter:
39 ["estray"] (1) (a) "Estray" means [any]:
40 (i) an unbranded sheep, [cattle, horses, mules, or asses] cow, horse, mule, { or } ass , or domestic mink found
41running at large[, or any];
42 (ii) a branded sheep, [cattle, horses, mules, or asses] cow, horse, mule, { or } ass , or domestic mink found
43running at large whose owner cannot be found after reasonable search[, or any]; or

MOTION: Rep. McKell moved to amend the bill as follows:

48 (2) "Feral swine" means any species, or hybrid species:
49 (a) of the family { :
50 (i) } Suidae, including the European boar, the Eurasian boar, the Russian boar, a feral
51hog, or a domestic pig; { or
52 (ii) Tayassuidae, including the Javelina and peccary; }
2. Page 3, Lines 81 through 85:
81 (4) Feral swine may not be hunted or killed under Subsection (3)(c) :
82 (a) with the use of artificial light or night vision equipment , except as authorized by county ordinance ; or
83 (b) from or with any airborne vehicle or device , except as provided in Section 4-23-6. ; {
84 (c) with explosives; or
85 (d) with poison. }

Rep. Dee explained the bill to the committee. Dan Shrum, Energy Solutions, answered questions from the committee.
MOTION: Rep. Duckworth moved to pass the bill out favorably. The motion passed unanimously with Rep. Chew and Rep. McKell absent for the vote.
MOTION: Rep. Hawkes moved to place H.B. 78 on the Consent Calendar. The motion passed unanimously with Rep. Chew and Rep. McKell absent for the vote.
H.B. 125 Fishing License Amendments (Rep. B. R. Cutler)
Rep. Cutler explained the bill to the committee with the assistance of Robin Calhoon, Marketing Coordinator, Utah Division of Wildlife Resources, and David Willis, citizen.

(i) possess a valid Utah fishing or combination license; and

Rep. Peterson explained the bill to the committee.

H.B. 106 Wildlife Amendments (Rep. M. Schultz)
Rep. Schultz explained the bill to the committee with the assistance of Robin Cahoon, Marketing Coordinator, Utah Division of Wildlife Resources.
MOTION: Rep. Brown moved to amend the bill as follows:
1. Page 2, Lines 39 through 45:
39 (3) (a) [Any] A person hunting within the state on [any] a commercial hunting area
40shall:
41 [(i) be at least 12 years old;]
42 [(ii)] (i) (A) possess proof of passing a division-approved hunter education course, if
43the person was born after December 31, 1965; [and] or
44 (B) possess a trial hunting authorization issued under Section 23-19-14.6; { and }
(ii) comply with the accompaniment requirements of Sections 23-19-14.6 and 23-20-20, if applicable; and
45 { [ } (iii) { ] (ii) } have the permission of the owner or operator of the commercial hunting area.
The motion passed unanimously with Rep. Handy, Rep. McKell, Rep. Noel, and Rep. Perry absent for the vote.
