Vice Chair Sagers called the meeting to order at 8:10 a.m.
H.B. 265 Tire Fee Amendments (Rep. R. Chavez-Houck)
Rep. Chavez-Houck explained the bill to the committee with the assistance of Jacqueline Rohrer, Utah Physicians for Healthy Environment. Bryce Bird, Director, Division of Air Quality, answered questions from the committee. A packet of information was distributed to the committee.

MOTION: Rep. Duckworth moved to amend the bill as follows:

S.B. 15 Water Law - Forfeiture Exemptions (Sen. M. Dayton)
Sen. Dayton explained the bill to the committee.

H.C.R. 8 Concurrent Resolution on Carbon Sequestration on Rangelands (Rep. M. Noel)
Rep. Noel explained the resolution to the committee with the assistance of Sheldon Kinsel, Rangeland Restoration Academy.
MOTION: Rep. Hawkes moved to pass the resolution out favorably. The motion passed unanimously with Rep. McKell absent for the vote.
MOTION: Rep. Noel moved to place H.C.R. 8 on the Consent Calendar. The motion passed unanimously.
H.B. 303 Legislative Approval of Land Transfers (Rep. K. Stratton)
Rep. Stratton explained the bill to the committee.

Rep. Perry explained the resolution to the committee.

Sen. Hinkins explained the resolution to the committee with the assistance of Kent Jones, State Engineer, who spoke in support of the bill. "Resolving Conflict/Securing a Future" was distributed to the committee.
MOTION: Rep. Draxler moved to pass the resolution out favorably. The motion passed unanimously with Rep. Briscoe, Rep. McKell, Rep. Noel, Rep. Schultz, and Rep. Perry absent for the vote.
