Rep. Froerer explained the bill to the committee.

H.B. 408         Catastrophic Wildfire and Public Nuisance Amendments (Rep. K. Christofferson)


Rep. Christofferson explained the bill to the committee. "Huntington Canyon: Catastrophic Public Nuisances" was distributed to the committee.

H.B. 438         Amendments to the Nominating Committee for the School and Institutional Trust Lands Board of Trustees (Rep. M. Brown)

1.    Page 2, Lines 33 through 34:   

 

33   (2) (a) The State Board of Education shall appoint five members  who possess outstanding professional qualifications pertinent to the purpose and activities of the trust  to the nominating

34committee from different geographical areas of the state.

S.B. 202          Conservation Commission Employees (Sen. R. Okerlund)

 

Sen. Okerlund explained the bill to the committee with the assistance of LuAnn Adams, Commissioner, Department of Agriculture and Food.

 

MOTION:     Rep. Chew moved to amend the bill as follows:

 

1.    Page 4, Line 100:       

 

100employee under a different schedule recognized under Section 67-19-15.

         (5)(a) For purposes of the report required by Subsection (5)(b), the commissioner shall study the organizational structure of the employees described in Subsection (3).

       (b) The commissioner shall report to the Natural Resources, Agriculture, and Environmental Quality Appropriations Subcommittee by no later than that subcommittee's November 2015 interim meeting regarding the study required by Subsection (5)(a).

S.B. 189          Oil and Gas Conservation Account Amendments (Sen. K. Van Tassell)

 

Sen. Van Tassell explained the bill to the committee with the assistance of John Rogers, Associate Director, Division of Oil, Gas and Mining, who spoke in support of the bill.

S.B. 187          Development of Lands Around Bear Lake (Sen. S. Jenkins)

 

Sen. Jenkins explained the bill and provided a map of the southwest shoreline of Bear Lake to the committee. Brian Cottam, State Forester and Director, State Forestry, Fire and State Lands, answered questions from the committee.

S.B. 171          Metal Recycling Amendments (Sen. S. Jenkins)

 

Sen. Jenkins explained the bill to the committee and passed around photos of car recycling.

MOTION:     Rep. Sagers moved to amend the bill as follows:

 

1.    Page 1, Lines 12 through 16

Senate Committee Amendments

       3-2-2015:     

 

12         states that a person who recycles an engine block is not required to remove the used

13oil filter on that engine block;  and 

14Ŝ➔ [            states that a local board of health may not regulate a crusher, dismantler, or scrap

15metal processor;] Ŝ {  and  }

16         makes technical changes.

 

2.    Page 2, Lines 55 through 56:   

 

55   (iii) This Subsection (2) does not require a person who recycles an engine block to  drain a used oil filter or 

56remove a used oil filter from that engine block.

Sen. Urquhart explained the resolution to the committee.
