Vice Chair Powell called the meeting to order at 4:23 p.m.
MOTION: Rep. Kennedy moved to approve the minutes of the February 24, 2015, meeting. The motion passed unanimously with Rep. Anderson, Rep. Dunnigan, Rep. Miller, Rep. Pitcher, Rep. Thurston, and Rep. Ward absent for the vote.
H.B. 351 Planning District Amendments (Rep. B. Dee)
Rep. Dee explained the bill to the committee.

MOTION: Rep. Ipson moved to replace H.B. 351 with 1st Substitute H.B. 351. The motion passed unanimously with Rep. Anderson and Rep. Dunnigan absent for the vote.
MOTION: Rep. Ipson moved to amend the bill as follows:
1. Page 1, Lines 19 through 22:
19 ► authorizes a county to designate a mountainous planning district under certain
20circumstances;
21 { ► prohibits the incorporation of a city or town within a mountainous planning district; }
22and
2. Page 35, Lines 1050 through 1055:
1050population estimate by the Utah Population Estimates Committee.
1051 { (2) If an unincorporated area of the county is located within a mountainous planning
1052district, the area:
1053(a) may be annexed by a municipality; and
1054(b) may not incorporate as a city or town. }
1055 { (3) } (2) (a) Notwithstanding Subsection 10-9a-102(2), 17-34-1(2)(a), or 17-50-302(1)(b), or
3. Page 35, Lines 1060 through 1061:
1060(b) A county plan or zoning or subdivision ordinance governs a property described in
1061Subsection { (4) } (2) (a).
The motion passed unanimously with Rep. Anderson and Rep. Dunnigan absent for the vote.
MOTION: Rep. Ipson moved to pass 1st Substitute H.B. 351 out favorably as amended. The motion passed unanimously with Rep. Anderson and Rep. Dunnigan absent for the vote.
MOTION: Rep. Ipson moved to place 1st Substitute H.B. 351 on the Consent Calendar. Rep. Dee opposed the motion. Rep. Ipson withdrew the motion.
H.B. 324 Search and Rescue Financial Assistance Amendments (Rep. S. DiCaro)
Rep. DiCaro explained the bill to the committee with the assistance of Brad Peterson, Director of the Office of Utah Outdoor Recreation, and provided a handout: "2013 Search and Rescue Annual Report".

MOTION: Rep. Miller moved to amend the bill as follows:
1. Page 2, Line 38:
38this section as having a valid card at the time search, rescue, or both are provided { to the person } .
2. Page 5, Line 121:
121 (a) administration of { the financial assistance program and } the assistance card program;
The motion passed unanimously with Rep. Dunnigan absent for the vote.
MOTION: Rep. Miller moved to pass H.B. 324 as amended.
SUBSTITUTE
MOTION: Rep. Webb moved to hold the bill. The motion passed with Rep. Miller and Rep. Pitcher voting in opposition. Rep. Dunnigan was absent for the vote.
MOTION: Rep. Poulson moved to adjourn. The motion passed unanimously with Rep. Dunnigan absent for the vote.
Vice Chair Powell adjourned the meeting at 5:28 p.m.
