Chair Webb called the meeting to order at 8:07 a.m.

 

 

MOTION:       Rep. Ipson moved to approve the minutes of the February 25, 2015, meeting. The motion passed unanimously with Rep. Anderson, Rep. Coleman, Rep. Dunnigan, Rep. Pitcher, Rep. Thurston, and Rep. Powell absent for the vote.

 

S.B. 124            Land Use Amendments (Sen. J. Stevenson) (Rep. M. Schultz)

 

Sen. Stevenson explained the bill to the committee.

 

Spoke for the bill:          Mike Ostermiller, Utah Association of Realtors

Craig Peterson, Provo River Water Users Association and Salt Lake City

 

MOTION:       Rep. Miller moved to replace S.B. 124 with 1st Substitute S.B. 124. The motion passed unanimously with Rep. Anderson, Rep. Coleman, Rep. Dunnigan, and Rep. Pitcher absent for the vote.

 

MOTION:       Rep. Miller moved to pass 1st Substitute S.B. 124 out favorably. The motion passed unanimously with Rep. Anderson, Rep. Coleman, Rep. Dunnigan, and Rep. Pitcher absent for the vote.

 

H.B. 324           Search and Rescue Financial Assistance Amendments (Rep. S. DiCaro)

 

Rep. DiCaro explained the bill to the committee with the assistance of Brad Peterson, Director of the Office of Utah Outdoor Recreation.

MOTION:       Rep. Ward moved to amend the bill as follows:

 

 

1.    Page 1, Lines 18 through 19:        

 

18         allows counties the option to {  not  } bill individuals for the costs of their rescue if {   they

19were  }  the individual is not  registered as having a current Search and Rescue Assistance Card at the time

 

2.    Page 5, Line 123:          

 

123 (b) outreach and marketing strategies.  

        (13) Pursuant to Subsection 31A-1-103(7), the Search and Rescue Financial Assistance Card Program under this section is exempt from being considered an insurance program under Subsection 31A-1-301(86). 

 

The motion passed unanimously with Rep. Anderson, Rep. Coleman, and Rep. Dunnigan absent for the vote.

 

MOTION:       Rep. Thurston moved to pass H.B. 324 out favorably as amended. The motion passed unanimously with Rep. Anderson and Rep. Dunnigan absent for the vote.

 

H.B. 365           Local Elections Amendments (Rep. M. Nelson)

 

Rep. Nelson explained the bill to the committee with the assistance of Mark Thomas, Lieutenant Governor's Office.

 

Spoke for the bill:          Julian Babbitt, Utah Republican Party

 

MOTION:       Rep. Ipson moved to replace H.B. 365 with 1st Substitute H.B. 365. The motion passed unanimously with Rep. Anderson and Rep. Dunnigan absent for the vote.

 

 

 

MOTION:       Rep. Ipson moved to pass 1st Substitute H.B. 365 out favorably. The motion passed with Rep. Poulson and Rep. Thurston voting in opposition. Rep. Anderson and Rep. Dunnigan were absent for the vote.

 

3rd Sub. S.B. 132         Fiscal Requirements for Local Governments and Nonprofits (Sen. C. Bramble) (Rep. S. DiCaro)

 

Sen. Bramble explained the bill to the committee.

 

MOTION:       Rep. Thurston moved to amend the bill as follows:

 

 

1.    Page 9, Line 259:          

 

259 (2) This bill has retrospective operation to January 1, {  2015  }  2014  .

 

The motion passed unanimously with Rep. Anderson and Rep. Dunnigan absent for the vote.

 

MOTION:       Rep. Ipson moved to pass 3rd Substitute S.B. 132 out favorably as amended. The motion passed unanimously with Rep. Anderson and Rep. Dunnigan absent for the vote.

 

MOTION:       Rep. Ipson moved to place 3rd Substitute S.B. 132 on the Consent Calendar. The motion passed unanimously with Rep. Anderson and Rep. Dunnigan absent for the vote.

 

MOTION:       Rep. Poulson moved to adjourn. The motion passed unanimously with Rep. Anderson and Rep. Dunnigan absent for the vote.
