Vice Chair Peterson called the meeting to order at 4:06 p.m.
MOTION: Rep. Cunningham moved to approve the minutes of the January 27, 2015 meeting. The motion passed unanimously with Rep. Froerer, Rep. Ivory, and Rep. McCay absent for the vote.
H.B. 38 Supplemental Savings Plan Amendments (Rep. R. Cunningham)
Rep. Cunningham explained the bill to the committee.

MOTION: Rep. Knotwell moved to pass the bill out favorably. The motion passed unanimously with Rep. Froerer, Rep. Ivory, and Rep. McCay absent for the vote.
MOTION: Rep. Cunningham moved to place H.B. 38 on the Consent Calendar. The motion passed unanimously with Rep. Froerer, Rep. Ivory, and Rep. McCay absent for the vote.
H.J.R. 8 Proposal to Amend Utah Constitution -- Oath of Office Change (Rep. K. Powell)
Rep. Powell explained the resolution to the committee.
MOTION: Rep. Knotwell moved to amend the bill as follows:
1. Page 1, Line 27 through Page 2, Line 31:
27 All officers made elective or appointive by this Constitution or by the laws made in
28pursuance thereof, before entering upon the duties of their respective offices, shall take and
29subscribe the following oath or affirmation: "I do solemnly swear (or affirm) that I will support,
30obey, and defend the Constitution of the State of Utah and the Constitution of the United States { and the Constitution of [this] the State
31of Utah } , and that I will discharge the duties of my office with fidelity."
The motion to amend failed with Rep. Briscoe, Rep. Froerer, Rep. King, Rep. Sagers, and Rep. Peterson voting in opposition and Rep. Ivory and Rep. McCay absent for the vote.
MOTION: Rep. Sagers moved to pass the bill out favorably. The motion passed unanimously with Rep. Ivory and Rep. McCay absent for the vote.
