Vice Chair Peterson called the meeting to order at 8:42 a.m.
MOTION: Rep. McCay moved to approve the minutes of the February 11, 2015, meeting. The motion passed unanimously with Rep. Cunningham, Rep. Froerer, Rep. Sagers, and Rep. Stanard absent for the vote.
H.B. 196 Wildfire Mitigation Amendments (Rep. J. Briscoe)
Rep. Briscoe explained the bill to the committee with the assistance of Brian Cottam, State Forester and Director, Division of Forestry, Fire and State Lands, and Scott Winkler, Captain, Salt Lake City Fire Department. John Valentine, Chair, State Tax Commission, answered questions from the committee. Folders containing multiple handouts regarding wildfire mitigation were distributed.

MOTION: Rep. Briscoe moved to return the bill, as previously amended in the February 11, 2015 meeting, to the Rules Committee for interim study. The motion passed unanimously with Rep. Cunningham and Rep. McCay absent for the vote.

H.B. 204 Tax Increment Amendments (Rep. J. Peterson)
Rep. Peterson explained the bill to the committee with the assistance of Randy Sant, Redevelopment Association. John Valentine, Chair, Utah Tax Commission, answered questions from the committee.
Chair McCay assumed the chair.
MOTION: Rep. Peterson moved to replace H.B. 204 with 1st Sub. H.B. 204. The motion passed unanimously.
MOTION: Rep. King moved to amend the bill as follows:
1. Page 8, Lines 234 through 235:
234 (47) (a) ["Tax] Except as provided in Subsection (47)(b), " tax increment" means[,

MOTION: Rep. Peterson moved to pass the bill out favorably as amended. The motion passed unanimously with Rep. Briscoe and Rep. Ivory absent for the vote.
H.B. 211 Armed Forces Property Tax Exemption Amendments (Rep. C. Oda)
Rep. Oda explained the bill to the committee with the assistance of Kim Wixon, Utah Department of Veterans and Military Affairs.

MOTION: Rep. McCay moved to amend the bill as follows:
1. Page 7, Lines 187 through 190:
187 [(k)] (m) "Veteran with a disability" means a person with a disability who, during
188military training or a military conflict, acquired a disability in the line of duty in an active
189component of the United States Armed Forces or a reserve component of the United States
190Armed Forces , as determined by a military entity .
The motion passed unanimously with Rep. Froerer absent for the vote.
MOTION: Rep. Briscoe moved to pass the bill out favorably as amended. The motion passed unanimously with Rep. Froerer absent for the vote.

Sen. Henderson explained the bill to the committee.
MOTION: Rep. Cunningham moved to pass the bill out favorably. The motion passed unanimously with Rep. Froerer, Rep. Sagers, and Rep. McCay absent for the vote.
MOTION: Rep. King moved to adjourn the meeting. The motion failed with Rep. Briscoe and Rep. King voting in favor and Rep. Froerer, Rep. Sagers, and Rep. McCay absent for the vote.
H.B. 256 Revenue Reviews for Certain Funds (Rep. S. Eliason)
Rep. Eliason explained the bill to the committee.
MOTION: Rep. Stanard moved to pass the bill out favorably. The motion passed unaimously with Rep. Froerer, Rep. Sagers, and Rep. McCay absent for the vote.
