Vice Chair Peterson called the meeting to order at 8:31 a.m.

 

MOTION:     Rep. Knotwell moved to approve the minutes of the February 20, 2015 meeting. The motion passed unanimously with Rep. Briscoe, Rep. Froerer, Rep. Hutchings, Rep. Ivory, Rep. King, Rep. McKell, and Rep. Stanard absent for the vote.

 

H.C.R. 6         Concurrent Resolution on Payment Options for State Services (Rep. M. Roberts)


Rep. Roberts explained the resolution to the committee with the assistance of Tyler Seamons, citizen. David Damschen, Chief Deputy State Treasurer, answered questions from the committee.

 

MOTION:     Rep. Knotwell moved to amend the resolution as follows:

 

1.    Page 2, Lines 50 through 53:   

 

50council include the participation of representatives from the Office of the State Treasurer, the

51Division of Finance, the Governor's Office of Management and Budget, the State Tax

52Commission,  the Department of Technology Services,  subdivisions of the government that could viably accept payments from citizens

53in the form of bitcoin, private entities that accept payment in the form of bitcoin, local

 

The motion passed unanimously with Rep. Briscoe, Rep. Froerer, Rep. Hutchings, Rep. King, and Rep. McKell absent for the vote.

 

MOTION:     Rep. Sagers moved to hold the resolution.

 

SUBSTITUTE MOTION:   Rep. Greene moved to pass the resolution out favorably as amended. The motion passed unanimously with Rep. Froerer, Rep. Hutchings, Rep. King, and Rep. McKell absent for the vote.

 

H.J.R. 17        Proposal to Amend Utah Constitution -- Limit on Federal Funds (Rep. R. Spendlove)

 

Rep. Spendlove explained the resolution to the committee. John Reidhead, Director, Division of Finance, answered questions from the committee. "Percent of State Expenditures from Federal Transfers" was distributed to the committee.

MOTION:     Rep. Stanard moved to amend the resolution as follows:

 

1.    Page 1, Line 27:  

 

27may not exceed 40 percent of the State's total expenditures for that year  , except in the case of a declared disaster  .

 

2.    Page 2, Line 34:  

 

34 {  2017  }  2018  .

 

The motion passed unanimously with Rep. McKell absent for the vote.

 

MOTION:     Rep. McKell moved to pass the resolution out favorably as amended. The motion failed with Rep. Greene, Rep. Hutchings, Rep. McKell, Rep. Stanard, and Rep. Peterson voting in favor and Rep. Froerer absent for the vote.

 

 

 

 

 

H.B. 328         Tax Changes (Rep. D. McCay)

 

Rep. McCay explained the bill to the committee. A PowerPoint presentation was shown and a handout of annual and ten year average growth rates for each county in the state was distributed to the committee.

 

MOTION:     Rep. Sagers moved to adjourn the meeting. The motion passed with Rep. Peterson voting in opposition and Rep. Froerer and Rep. Hutchings absent for the vote.

 

S.B. 62            Certified Tax Rates Amendments (Sen. W. Harper)

 

This bill was not considered.

 

S.B. 78            School District Property Tax Amendments (Sen. H. Stephenson)

 

This bill was not considered.
