Chair McCay called the meeting to order at 8:22 a.m.
MOTION: Rep. Briscoe moved to approve the minutes of the February, 24, 2015 and February 25, 2015 meetings. The motion passed unanimously with Rep. Froerer and Rep. Hutchings absent for the vote.
Leif Elder, Office of Legislative Research and General Counsel, gave a PowerPoint presentation, "A Key Component of the Property Tax System: The Certified Rate", and answered questions from the committee
Vice Chair Peterson assumed the chair.
H.B. 328 Tax Changes (Rep. D. McCay)
Rep. McCay explained the bill to the committee. John Valentine, State Tax Commissioner, and Roger Tew, Utah League of Cities and Towns, answered questions from the committee.

MOTION: Rep. McKell moved to adopt 1st Sub. H.B. 328. The motion passed unanimously with Rep. Froerer absent for the vote.
MOTION: Rep. McKell moved to pass the bill out favorably. The motion passed with Rep. King and Rep. Stanard voting in opposition and Rep. Froerer absent for the vote.
MOTION: Rep. Sagers moved to adjourn the meeting. The motion passed unanimously with Rep. Froerer absent for the vote.
Vice Chair Peterson adjourned the meeting at 9:59 a.m.
