Vice Chair Cunningham called the meeting to order at 12:46 p.m.

 

H.J.R. 10        Joint Resolution Regarding Public Employee Health Plan (Rep. J. Dunnigan)


Rep. Dunnigan explained the resolution to the committee.

 

MOTION:     Rep. Powell moved to adopt amendment 1 as follows:

 

1.    Page 2, Lines 37 through 38:   

 

37plan has multiple, separate maximum out-of-pocket limits that, when combined,  will  exceed the cap

38permitted under federal law  at the state's next renewal  ; and

 

2.    Page 2, Line 43:  

 

43merging all deductibles into a single  medical   deductible and all maximum out-of-pockets into a single

 

3.    Page 2, Line 47:  

 

47contribution shares $ {  18  }  19  million in excess reserves by July 1, 2015.

 

 

MOTION:     Rep. Westwood moved to pass the resolution out favorably. The motion passed unanimously.

 

MOTION:     Rep. Powell moved to place H.J.R. 10 on the Consent Calendar. The motion passed unanimously.

 

H.B. 133         Firefighter Retirement Amendments (Rep. D. Ipson)

 

Rep. Ipson explained the bill to the committee.

Spoke to the bill:        Dee Larsen, Utah Retirement Systems

 

MOTION:     Rep. Duckworth moved to pass the bill out favorably. The motion passed unanimously.

 

MOTION:     Rep. Eliason moved to place H.B. 133 on the Consent Calendar. The motion passed unanimously.

 

H.B. 151         Volunteer Firefighter Postretirement Employment Amendments (Rep. D. Sagers)

 

Rep. Sagers explained the bill to the committee with the assistance of Kami Perkins, Human Resources Director, Tooele City.

 

Spoke for the bill:       Brent Marshall, Mayor, Grantsville City

Spoke to the bill:        Dee Larsen, Utah Retirement Systems

 

MOTION:     Rep. Westwood moved to pass the bill out favorably. The motion passed unanimously.

 

MOTION:     Rep. Eliason moved to place H.B. 151 on the Consent Calendar. The motion failed with Rep. Powell, Rep. Duckworth and Rep. Poulson voting in opposition.

 

MOTION:     Rep. Powell moved to adjourn the meeting. The motion passed unanimously.

 

Vice Chair Cunningham adjourned the meeting 1:26 p.m.
