8 General Description:
9 This bill modifies the Public Safety Code regarding board membership.
10 Highlighted Provisions:
11 This bill:
12 ▸ reduces the Utah Fire Prevention Board from 13 to 11 members, and specifies the
13 two membership positions to be removed.

22 Be it enacted by the Legislature of the state of Utah:
23 Section 1. Section 53-7-203 is amended to read:
24 53-7-203. Utah Fire Prevention Board -- Creation -- Members -- Terms --
25 Selection of chair and officers -- Quorum -- Meetings -- Compensation -- Division's duty
26 to implement board rules.
27 (1) There is created within the division the Utah Fire Prevention Board.
28 (2) The board shall be nonpartisan and be composed of [
29 the governor as follows:

43 second class; and
44 [
45 fourth, fifth, or sixth class.
46 (3) (a) Except as required by Subsection (3)(b), as terms of current board members
47 expire, the governor shall appoint each new member or reappointed member to a four-year
48 term.
49 (b) Notwithstanding the requirements of Subsection (3)(a), the governor shall, at the
50 time of appointment or reappointment, adjust the length of terms to ensure that the terms of
51 board members are staggered so that approximately half of the board is appointed every two
52 years.
53 (4) When a vacancy occurs in the membership for any reason, the replacement shall be
54 appointed for the unexpired term.
55 (5) A member whose term has expired may continue to serve until a replacement is
56 appointed pursuant to Subsection (3).
57 (6) The board shall select from its members a chair and other officers as the board finds
58 necessary.
59 (7) A majority of the members of the board is a quorum.
60 (8) The board shall hold regular semiannual meetings for the transaction of its business
61 at a time and place to be fixed by the board and shall hold other meetings as necessary for
62 proper transaction of business.
63 (9) A member may not receive compensation or benefits for the member's service, but
64 may receive per diem and travel expenses in accordance with:
65 (a) Section 63A-3-106;
66 (b) Section 63A-3-107; and
67 (c) rules made by the Division of Finance pursuant to Sections 63A-3-106 and
68 63A-3-107.
69 (10) The division shall implement [
70 53-7-503 and perform all other duties delegated by the board.
