11     LONG TITLE
12     General Description:
13           This concurrent resolution of the Legislature and the Governor recognizes the 40th
14     anniversary of the Utah Indoor Clean Air Act.
15     Highlighted Provisions:
16          This concurrent resolution:
17          ▸      recognizes the 40th anniversary of the Utah Indoor Clean Air Act;
18          ▸     commends David Hughes Horne and Representative Gerald Woodmansee for their
19     efforts to pass the Utah Indoor Clean Air Act;
20          ▸     acknowledges the Utah Indoor Clean Air Act's contribution to Utah's low smoking
21     rates and partnerships with municipalities and local health departments; and
22          ▸     expresses continued support for the Utah Indoor Clean Air Act.

26     Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
27          WHEREAS, in 1976, the Legislature of the state of Utah, recognizing the harms of

28     tobacco use and secondhand smoke, passed H.B. 25, which created the Utah Indoor Clean Air
29     Act;
30          WHEREAS, the efforts of David Hughes Horne, a concerned citizen who advocated for
31     stricter indoor smoking laws, and Representative Gerald Louis Woodmansee are to be
32     commended for spearheading H.B. 25 and rallying the support of over 40,000 Utahns;
33          WHEREAS, the Utah Indoor Clean Air Act has:
34          • sought to protect the health of all Utahns by creating smoke-free environments in
35     public places and places of business;
36          • contributed to Utah having the lowest smoking rates in the nation;
37          • helped establish rules, laws, and guidelines by which tobacco products are bought and
38     sold in Utah; and
39          • led to the Utah Department of Health creating the Tobacco Prevention and Control
40     Program, which has built relationships with municipalities and supported local health
41     departments throughout the state; and
42          WHEREAS, despite significant declines, tobacco use remains a public health challenge:
43          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
44     Governor concurring therein, recognizes the 40th anniversary of the Utah Indoor Clean Air
45     Act.
46          BE IT FURTHER RESOLVED that the Legislature and the Governor express
47     continued support for the Utah Indoor Clean Air Act on behalf of the citizens of Utah.
48          BE IT FURTHER RESOLVED that the Legislature and the Governor support local
49     health departments in their efforts to implement the Utah Indoor Clean Air Act.
50          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Utah
51     Department of Health.
