Be it enacted by the Legislature of the state of Utah:29 Section 1. Section
36-26-102 is amended to read:

36-26-102. Utah International Relations and Trade Commission -- Creation --31
Membership -- Chairs -- Per diem and expenses.32 (1) There is created the Utah International Relations and Trade Commission.
33 (2) The commission membership consists of [
13 members]:

(a) eight members to be appointed as follows:]

(i) five]
(a) six members from the House of Representatives, appointed by the speaker
36 of the House of Representatives, no more than [
three]
four of whom may be from the same
37 political party; and
38 [
(ii) three]
(b) six members from the Senate, appointed by the president of the Senate,
39 no more than [
two members]
four of whom may be from the same political party[
;]

(b) four nonvoting members to be appointed by the governor, including at least:]
41 [
(i) one representative from a Utah industry involved in international trade;]
42 [
(ii) one expert in international finance; and]
43 [
(iii) one expert in higher education with international experience; and]

(c) the Utah Attorney General or designee, who is a nonvoting member.]

(3) (a) The members appointed or reappointed by the governor shall serve two-year46
terms.]

(b) Notwithstanding the requirement of Subsection (3)(a), the governor shall, at the48
time of appointment or reappointment, adjust the length of terms to ensure that the terms of49
these members are staggered so that approximately half of the members are appointed or50
reappointed under Subsection (3)(c) every two years.]

(c) When a vacancy occurs among members appointed by the governor, the52
replacement shall be appointed for the unexpired term.]

(3) Seven members of the commission constitute a quorum.

(4) (a) The speaker of the House of Representatives shall designate a member of
55 the House of Representatives appointed under Subsection (2)(a) as a cochair of the
56 commission.
57 (b) The president of the Senate shall designate a member of the Senate appointed under
58 Subsection (2)[
(a)]
(b) as a cochair of the commission.

(6) (a) A member who is not a legislator may not receive compensation or benefits for60
the member's service, but may receive per diem and travel expenses as allowed in:]

(i) Section 63A-3-106;]

(ii) Section 63A-3-107; and]

(iii) rules made by the Division of Finance according to Sections 63A-3-106 and64
63A-3-107.]

36-26-103 is amended to read:

36-26-103. Powers and duties.70
(1) The commission shall:

(a) comply with the rules of legislative interim committees unless those rules
72 conflict with this section;

(2)]
(b) study and make recommendations to the Legislature concerning:

(a)]
(i) the impact of international treaties adopted by the United States Senate on the
75 Legislature's constitutional powers to regulate state affairs, public and private;
76 [
(b)]
(ii) the creation, duties and powers, and oversight of a state trade representative or
77 state point of contact; and
78 [
(c)]
(iii) the promotion of international relations and trade with [
Utah]
the state;
79 [
(3)]
(c) maintain active communication with:

(a)]
(i) the United States trade representative's office;
81 [
(b) Utah's]
(ii) the state's congressional delegation;
82 [
(c) Utah's]
(iii) the state's state trade representative or state point of contact, if
83 created; and
84 [
(d)]
(iv) any other organization in [
Utah]
the state whose mission involves
85 international [
trade or] relations
or trade and any other organization in the United States whose
86 mission involves international [
trade or] relations
or trade as the commission considers
87 appropriate; [
and]

(d) work to promote international relations and trade with the state; and89 [
(4) have no more than four paid meetings per year.]

(e) hold at least six meetings per year .91
(2) As authorized by the president of the Senate and speaker of the House of92
Representatives, commission members may travel domestically or internationally to help the93
commission fulfill its responsibilities under this chapter.94 Section 3. Section
63I-1-236 is amended to read:

36-12-20 is repealed June 30, 2018.
