7     LONG TITLE
8     General Description:
9          This bill enacts provisions related to teacher leaders.
10     Highlighted Provisions:
11          This bill:
12          ▸     defines terms;
13          ▸     creates the role of a teacher leader; and
14          ▸     enacts provisions related to the role of a teacher leader.

23     Be it enacted by the Legislature of the state of Utah:
24          Section 1. Section 53A-6-114 is enacted to read:
25          53A-6-114. Teacher leaders.
26          (1) As used in this section, "teacher" means an educator who has an assignment to
27     teach in a classroom.

28          (2) There is created the role of a teacher leader to:
29          (a) work with a student teacher and a teacher who supervises a student teacher;
30          (b) assist with the training of a recently hired teacher; and
31          (c) support school-based professional learning.
32          (3) In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, the
33     board:
34          (a) shall make rules that:
35          (i) define the role of a teacher leader, including the functions described in Subsection
36     (2); and
37          (ii) establish the minimum criteria for a teacher to qualify as a teacher leader; and
38          (b) may make rules that create an endorsement for a teacher leader.
38a      Ĥ→ (4) A school district or charter school may assign a teacher to a teacher leader position
38b     without a teacher leader endorsement. ←Ĥ

(4) A teacher leader may not evaluate, under Chapter 8, Part 4, Educator Evaluations, a
40     teacher whom the teacher leader is currently assisting in training.

Ĥ→ [(4)] (5) ←Ĥ ←Ŝ (a) The board shall solicit recommendations from school
41a     districts Ĥ→ and educators ←Ĥ regarding:
42          (i) appropriate resources to provide a teacher leader; and
43          (ii) appropriate ways to compensate a teacher leader.
44          (b) The board shall report the board's findings and recommendations described in
45     Subsection Ŝ→ [
