7     LONG TITLE
8     General Description:
9          This bill enacts provisions related to programs for elementary and secondary students
10     offered outside of the regular school day.
11     Highlighted Provisions:
12          This bill:
13          ▸     requires the State Board of Education, in consultation with the Department of
14     Workforce Services, to make rules that describe high quality standards for programs
15     for elementary and secondary students that operate outside of the regular school day.

24     Be it enacted by the Legislature of the state of Utah:
25          Section 1. Section 53A-15-107 is enacted to read:
26          53A-15-107. Rulemaking -- Standards for high quality programs operating
27     outside of the regular school day.
28          (1) In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, and
29     in consultation with the Department of Workforce Services, the State Board of Education shall

30     make rules that describe the standards for a high quality program operating outside of the
31     regular school day:
32          (a) for elementary or secondary students; and
33          (b) offered by a:
34          (i) school district;
35          (ii) charter school;
36          (iii) private provider, including a non-profit provider; or
37          (iv) municipality.
38          (2) The standards described in Subsection (1) shall specify that a high quality program
39     operating outside of the regular school day:
40          (a) provides a safe, healthy, and nurturing environment for all participants;
41          (b) develops and maintains positive relationships among staff, participants, families,
42     schools, and communities;
43          (c) encourages participants to learn new skills; and
44          (d) is effectively administered.
