8 Committee Note:
9 The Executive Appropriations Committee recommended this bill.
10 General Description:
11 This bill supplements or reduces appropriations previously provided for the use and
12 operation of state government for the fiscal year beginning July 1, 2015 and ending June 30, 2016.
13 Highlighted Provisions:
14 This bill:
15 ▸ provides appropriations for the use and support of higher education and certain state
16 agencies;
17 ▸ provides appropriations for other purposes as described; and
18 ▸ provides intent language.
19 Money Appropriated in this Bill:
20 This bill appropriates $85,537,800 in operating and capital budgets for fiscal year 2016,
21 including:
22 ▸ ($101,194,400) from the General Fund;
23 ▸ $124,764,900 from the Education Fund;
24 ▸ $61,967,300 from various sources as detailed in this bill.
25 This bill appropriates $5,651,100 in business-like activities for fiscal year 2016, including:
26 ▸ $5,500,000 from the General Fund;
27 ▸ $151,100 from various sources as detailed in this bill.
28 This bill appropriates $347,600 in restricted fund and account transfers for fiscal year 2016,
29 all of which is from the General Fund.
30 This bill appropriates $9,735,000 in transfers to unrestricted funds for fiscal year 2016.
31 Other Special Clauses:

36 Be it enacted by the Legislature of the state of Utah:
37 Section 1. FY 2016 Appropriations. The following sums of money are appropriated for the
38 fiscal year beginning July 1, 2015 and ending June 30, 2016. These are additions to amounts
39 previously appropriated for fiscal year 2016.
40 Subsection 1(a). Operating and Capital Budgets. Under the terms and conditions of
41 Utah Code Title 63J, the Legislature appropriates the following sums of money from the funds or
42 fund accounts indicated for the use and support of the government of the State of Utah.

234 The Legislature intends that Division of Juvenile Justice
235 Services nonlapsing funds from FY 2015 may be used toward
236 construction costs for the Weber Valley Multi-Use Youth
237 Center.
238 The Legislature intends that the Division of Juvenile
239 Justice Services be authorized to increase their number of fleet
240 vehicles by five for operation of the Salt Lake Valley
241 Detention Center and the Farmington Bay Youth Center.
242 Funding for procurement of these vehicles will be from
243 nonlapsing funds from FY 2015. Operating costs of the
244 vehicles will come from internal savings.
245 Under Section 63J-1-603 of the Utah Code, the Legislature
246 intends that appropriations provided for the Division of
247 Juvenile Justice Services in Item 21, Chapter 9, Laws of Utah
248 2015 not lapse at the close of Fiscal Year 2016. The use of
249 nonlapsing funds is limited to expenditures for data processing
250 and technology based expenditures; facility repairs,
251 maintenance, and improvements; other charges and pass
252 through expenditures; and, short-term projects and studies that
253 promote efficiency and service improvement. Nonlapsing
254 funds may also be used for the continued operation of the
255 Weber Valley Detention facility, replacing one-time General
256 Fund appropriated for Fiscal Year 2016.

453 2016. Expenditures of these funds are limited to prison
454 relocation purposes as stated in the intent language following
455 the appropriation in Chapter 211, Laws of Utah 2014.
456 The Legislature intends that the transfer of up to $34,200
457 from the Division of Facilities Construction and Management
458 (DFCM) Capital Projects Fund to the Department of
459 Corrections - Programs and Operations be held by the
460 Department of Corrections until such time as needed to help
461 purchase a new prison site. The Legislature intends that the
462 amount of the transfer be equal to the balance of the surplus
463 money that was transferred from the Department of Corrections
464 to DFCM in previous years for the retrofit of the Fortitude
465 Parole Violator Center.
466 The Legislature intends that any amount remaining of the
467 appropriation of $2,300,000 in Item 38, Chapter 282, Laws of
468 Utah 2014, for the Weber Valley Multiuse Youth Center
469 property purchase shall be combined with the appropriation of
470 $19,630,000 in Item 47, Chapter 468, Laws of Utah 2015, for
471 the design and construction of the Weber Valley Multiuse
472 Youth Center.
