Chair Peterson called the meeting to order at 2:09 p.m and invited the members of the committee to introduce themselves.
H.B. 116 Determination of Employer Status Amendments (Rep. B. Greene)
Rep. Greene explained the bill assisted by Christian Thompson, The Franchise & Business Law Group.
Spoke to the bill: Jaceson Maughan Utah Labor Commission
Spoke against the bill: Todd Kiser Utah Insurance Department
MOTION: Rep. Schultz moved to replace H.B. 116 with 1st Substitute H.B. 116. The motion passed unanimously with Rep. Anderegg, Rep. Froerer, and Rep. Knotwell absent for the vote.
MOTION: Rep. Roberts moved to pass out favorably 1st Substitute H.B. 116. The motion passed with Rep. Duckworth, Rep. King, and Rep. Peterson voting in opposition.
H.B. 171 Apprenticeship Authorization Act (Rep. J. Anderegg)
Rep. Anderegg explained the bill.

MOTION: Rep. Knotwell moved to amend H.B. 171 as follows:
1. Page 3, Lines 72 through 76:
72 (d) the state superintendent or the state superintendent's designee; { and }
73 (e) the division director of the Division of Occupational and Professional Licensing or
74the division director of the Division of Occupational and Professional Licensing's designee { . } ; and
(f) the executive director of the Governor's Office of Economic Development or the executive director of the Governor's Office of Economic Development's designee.
75 (2) The Department of Workforce Services shall provide staff support for the
76Apprenticeship Executive Board.
The motion passed unanimously with Rep. Roberts and Rep. Schultz absent for the vote.
MOTION: Rep. Stanard moved to proceed to the next item on the agenda. The motion passed with Rep. Pitcher voting in opposition and Rep. Roberts and Rep. Schultz absent for the vote.
H.B. 72 Timeshare Amendments (Rep. G. Froerer)
Rep. Froerer explained the bill assisted by Jonathan Stewart, Division of Real Estate, who distributed a handout, "Fact Sheet H.B. 72", and by Holly Christensen, American Resort Development Association.
MOTION: Rep. Pitcher moved to pass out favorably H.B. 72. The motion passed unanimously with Rep. King, Rep. Roberts, and Rep. Schultz absent for the vote.
MOTION: Rep. Knotwell moved to adjourn. The motion passed unanimously with Rep. King, Rep. Roberts, and Rep. Schultz absent for the vote.
