Chair Peterson called the meeting to order at 3:55 p.m.
MOTION: Rep. Knotwell moved to approve the minutes of the February 4, 2016 meeting. The motion passed unanimously with Rep. Duckworth, Rep. Froerer, Rep. Owens, Rep. Pitcher, and Rep. Roberts absent for the vote.
H.B. 96 Single Sign-on Business Database (Rep. B. R. Cutler)
Rep. Cutler explained the bill assisted by Mike Hussey, Department of Technology Services, Dave Fletcher, CTO, and Francine Giani, Department of Commerce.

MOTION: Rep. Schultz moved to pass out favorably H.B. 184. The motion passed with Rep. Roberts voting in opposition.
H.B. 228 Alcohol Modifications (Rep. G. Froerer)
Rep. Froerer explained the bill assisted by Nina McDermott, Department of Alcoholic Beverage Control, Director of Licensing.
MOTION: Rep. Knotwell moved to amend H.B. 228 as follows:
1. Page 5, Lines 137 through 138:
137 (7) A manufacturing licensee shall have a variety of food available that is prepared and served on the licensed premises to an individual consuming a
138taste.
2. Page 7, Lines 206 through 210:
206 (a) A winery manufacturing licensee may allow its on-duty staff to [consume] taste on
207the licensed premises [wine] the alcoholic product that { as } the winery manufacturing licensee
208 { furnishes to the on-duty staff } manufactures on its premises without charge, but only in connection with the on-duty staff's
209duties of manufacturing the alcoholic product during the manufacturing process and not
210otherwise.
3. Page 9, Lines 261 through 264:
261 (a) a distillery manufacturing licensee may allow its on-duty staff to [consume] taste on the
262licensed premises an alcoholic product that the distillery { furnishes to the on-duty staff } manufacturing licensee manufactures on its premises without
263charge, but only in connection with the on-duty staff's duties of manufacturing the alcoholic
264product during the manufacturing process and not otherwise; [and]
4. Page 10, Lines 303 through 306:
303 (a) A brewery manufacturing licensee may allow its [off-duty] on-duty staff to
304[consume beer, heavy beer, or a flavored malt beverage] taste the alcoholic product that the brewery manufacturing licensee manufactures on its
305premises without charge, but only in connection with the on-duty staff's duties of
306manufacturing the alcoholic product during the manufacturing process and not otherwise.
The motion passed unanimously.
MOTION: Rep. Roberts moved to pass out favorably H.B. 228. The motion passed unanimously.

Sen. Mayne explained the bill.
MOTION: Rep. Pitcher moved to pass out favorably 1st Sub. S.B. 12. The motion passed with Rep. Roberts voting in opposition.

S.B. 30 Department of Commerce Boards, Committees, and Commissions Concurrence Amendments (Sen. C. Bramble)

MOTION: Rep. Roberts moved to adjourn. The motion passed unanimously.
