Vice Chair Knotwell called the meeting to order at 4:06 p.m.


MOTION:     Rep. Peterson moved to approve the minutes of the February 8, 2016 meeting. The motion passed unanimously with Rep. Dunnigan, Rep. Owens, and Rep. Stanard absent for the vote.

 

H.B. 255         Condominium Ownership Act Amendments (Rep. M. Schultz)


Rep. Schultz explained the bill assisted by Chris Gamvroulas, Ivory Homes.

MOTION:     Rep. Roberts moved to amend H.B. 255 as follows:


 

1.    Page 7, Lines 206 through 210:      

 

206 (2) An association of unit owners shall, according to each unit owner's respective

207percentage or fractional undivided interests in the common areas and facilities[.]:

208 (a) distribute the property's common profits among the unit owners;

209 (b)  except as otherwise provided in the declaration for unconstructed units,  assess the unit owners the property's common expenses; and

210 (c) make voting rights available to the unit owners.

The motion passed unanimously with Rep. Dunnigan absent for the vote.

 

MOTION:     Rep. Webb moved to pass out favorably H.B. 255. The motion passed unanimously with Rep. Dunnigan absent for the vote.

 

S.C.R. 1          Concurrent Resolution Encouraging Universal Metering of Water Systems (Sen. S. Jenkins)

 

Sen. Jenkins explained the resolution to the committee.

 

MOTION:     Rep. Duckworth moved to pass out favorably S.C.R. 1. The motion passed unanimously with Rep. Dunnigan absent for the vote.

 

H.B. 44           Occupational and Professional Licensure Review Committee Amendments (Rep. J. Stanard)

 

Rep. Stanard explained the bill.

MOTION:     Rep. Stanard moved to replace H.B. 44 with 1st Substitute H.B. 44. The motion passed unanimously with Rep. Dunnigan and Rep. Knotwell absent for the vote.

 

MOTION:     Rep. Roberts moved to pass out favorably 1st Sub. H.B. 44.

 

SUBSTITUTE MOTION:   Rep. Webb moved to hold the bill in committee. The motion failed with Rep. Froerer, Rep. King, Rep. Pitcher, Rep. Webb, and Rep. Peterson voting in favor.

 

The underlying motion to pass out favorably failed with Rep. Duckworth, Rep. Roberts, Rep. Schultz, Rep. Stanard, and Rep. Wilson voting in favor.

 

H.B. 316         Building Code Review and Adoption Amendments (Rep. B. Wilson)

 

Rep. Wilson explained the bill.

 

MOTION:     Rep. Wilson moved to replace H.B. 316 with 2nd Substitute H.B. 316. The motion passed unanimously with Rep. Dunnigan, Rep. Stanard, and Rep. Knotwell absent for the vote.

 

MOTION:     Rep. Roberts moved to hold 2nd Sub. H.B. 316 in committee. The motion passed unanimously with Rep. Dunnigan, Rep. Stanard, and Rep. Knotwell absent for the vote.
