Vice Chair Knotwell called the meeting to order at 8:06 a.m.


MOTION:     Rep. Peterson moved to approve the minutes of the February 15 and 18, 2016 meetings. The motion passed unanimously.


Rep. Anderegg assumed the chair.

 

H.B. 352         Cosmetology Amendments (Rep. J. Dunnigan)


Rep. Dunnigan explained the bill accompanied by Mark Steinagel, Director, Division of Occupational and Professional Licensing.

MOTION:     Rep. Pitcher moved to replace H.B. 352 with 1st Substitute H.B. 352. The motion passed unanimously with Rep. Froerer, Rep. Roberts, Rep. Stanard, Rep. Knotwell, and Rep. Peterson absent for the vote.

H.B. 336         Electricians Licensing Amendments (Rep. L. Christensen)

MOTION:     Rep. Anderegg moved to amend H.B. 336 as follows:

 

1.    Page 7, Lines 184 through 195:      

 

184 (ii) for the purposes of Subsection (3)(j)(i), a supervising electrician on a residential

185project {  who is not continually at the job site  }  when necessary and required to temporarily leave the job site  where a licensed apprentice electrician is working

186may meet the immediate supervision requirement by being:

187 (A) reasonably available to the licensed apprentice electrician at all times by electronic

188means, including by telephone and video conference;

189 (B) within {  approximately  } 30 minutes travel time from the job site where the licensed

190apprentice electrician is working and promptly returning to the job site when necessary or as

191requested; and

192 (C)  otherwise  present at the job site and meeting with the licensed apprentice electrician {  at least

193twice each day  }  throughout the work day  where the licensed apprentice electrician is working;

194 (iii) a licensed apprentice electrician who has trained for four years or more may work

195without supervision for a period not to exceed eight hours in any 24-hour period;

 

The motion passed unanimously

 

MOTION:     Rep. Schultz moved to pass out favorably H.B. 336.

 

SUBSTITUTE MOTION:   Rep. King moved to hold the bill in committee. The motion failed with Rep. Duckworth, Rep. Dunnigan, Rep. Froerer, Rep. King, and Rep. Webb voting in favor.

 

The original motion to pass out favorably passed with Rep. Duckworth, Rep. Dunnigan, Rep. Froerer, and Rep. King voting in opposition.

 

H.B. 332         Marriage License and Counseling Amendments (Rep. E. Redd)

Sen. Weiler explained the bill to the committee.

 

MOTION:     Rep. Froerer moved to pass out favorably S.B. 60. The motion passed unanimously with Rep. Dunnigan absent for the vote.

 

MOTION:     Rep. Webb moved to place S.B. 60 on the Consent Calendar. The motion passed unanimously with Rep. Dunnigan absent for the vote.

S.B. 76            Workers' Compensation for Volunteers (Sen. K. Mayne)
