Chair Peterson called the meeting to order at 4:19 p.m.


MOTION:     Rep. Knotwell moved to approve the minutes of the February 22, 2016 meeting. The motion passed unanimously with Rep. Froerer, Rep. Owens, Rep. Pitcher, Rep. Schultz, and Rep. Webb absent for the vote.

 

1st Sub. S.B. 76         Workers' Compensation for Volunteers (Sen. K. Mayne)


Senator Mayne explained the bill assisted by Dennis Lloyd, Workers Compensation Fund.

MOTION:     Rep. Knotwell moved to amend 1st Sub S.B. 76 as follows:

 

1.    Page 1, Lines 19 through 21:   

 

19         addresses affect of the failure or refusal of a nongovernment entity to elect workers'

20compensation coverage for volunteers; {  and  }

 ► addresses insurance obtained by a volunteer; and 

21         addresses notice to volunteers.

 

2.    Page 3, Lines 78 through 84:   

 

78   (7) The failure or refusal of a nongovernment entity to make an election under this

79section in regard to volunteers does not alter, have an effect on, or give rise to any implication

80or presumption regarding:

81   (a) the nongovernment entity's duties or liabilities with respect to volunteers; or

82   (b) the rights of volunteers.

 (8) Subject to Subsection (3)(b)(ii), nothing in this section affects a volunteer's right to seek remedies available to the volunteer through a personal insurance policy that the volunteer obtains for the volunteer in addition to any workers' compensation benefits obtained under this section  

83    {  (8)  }  (9)  A nongovernment entity shall notify a volunteer of an election under Subsection

84(3)(a) by posting:

S.B. 59            Antidiscrimination Act Revisions (Sen. T. Weiler)

MOTION:     Rep. Pitcher moved to pass out favorably 1st Sub. S. B. 59. The motion passed with Rep. Roberts, Rep. Stanard, and Rep. Knotwell voting in opposition.

 

H.B. 371         Human Services Licensee and Contractor Screening Amendments (Rep. D. Sanpei)

Rep. Sanpei explained the bill.

 

MOTION:     Rep. Froerer moved to replace H.B. 371 with 1st Substitute H.B. 371. The motion passed unanimously with Rep. Pitcher absent for the vote.

 

MOTION:     Rep. Stanard moved to pass out favorably 1st Sub. H.B. 371. The motion passed unanimously with Rep. Pitcher absent for the vote.

 

MOTION:     Rep. Knotwell moved to place 1st Sub. H.B. 371 on the Consent Calendar. The motion passed unanimously with Rep. Pitcher absent for the vote.

 

H.B. 323         Continuing Care Retirement Community Amendments (Rep. E. Tanner)

 

Rep. Tanner distributed a handout "GAO-10-611 Older Americans" and explained the bill assisted by Todd Kiser, Utah Department of Insurance.
