Vice Chair Knotwell called the meeting to order at 10:10 a.m.
MOTION: Rep. Stanard moved to approve the minutes of the March 3, 2016 meeting. The motion passed unanimously with Rep. Froerer, Rep. Pitcher, Rep. Schultz, and Rep. Peterson absent for the vote.
S.B. 216 Workers' Compensation Related Amendments (Sen. K. Mayne)
Sen. Mayne explained the bill accompanied by Dennis Lloyd, Workers Compensation Fund.
MOTION: Rep. Anderegg moved to amend S.B. 216 as follows:
1. Page 8, Lines 217 through 222
Senate Committee Amendments
2-26-2016:
217 (b) Subject to Subsection (11)(d), a workers' compensation insurance carrier or
218self-insured employer may contract Ŝ➔ , either in writing or by mutual { verbal } oral agreement, Ŝ
218a with a hospital to establish reimbursement rates.
219 (c) Subject to Subsection (11)(d), for the time period beginning on May 10, 2016, and ending on July 1, 2018, a workers' compensation insurance carrier or
220self-insured employer that is reimbursing a hospital that has not entered into a contract
221described in Subsection (11)(b) shall reimburse the hospital for covered medical services at
22285% of the billed hospital fees for the covered medical services.

H.B. 429 Specie Legal Tender Amendments (Rep. F. Cox)
Rep. Cox explained the bill assisted by Lawrence Hilton, Utah Precious Metals Association, who distributed a handout, "Yes on HB 429."

2. Page 14, Line 408:
408 (xi) quality criteria for a commercial specie repository in consultation with the Department of Financial Institutions ; and
The motion passed unanimously with Rep. Schultz absent for the vote.
MOTION: Rep. Pitcher moved to pass H.B. 429 out favorably. The motion passed with Rep. Duckworth, Rep. Froerer, Rep. Owens, Rep. Stanard, and Rep. Webb voting in opposition and Rep. Schultz absent for the vote.

MOTION: Rep. Anderegg moved to amend H.B. 388 as follows:

65 (a) if federal, state, or local law, including corresponding administrative rules, requires
66the consideration of an applicant's criminal conviction history;
67 (b) to a public employer that is a law enforcement agency;
68 (c) to a public employer that is part of the criminal justice system; { or }
(d) to the Department of Public Safety;
(e) to the Utah Transit Authority;
(f) to a public employer seeking to hire an employee who will handle classified information; or
69 { (d) } (g) to a public employer seeking a nonemployee volunteer.
The motion passed unanimously.
MOTION: Rep. Duckworth moved to pass H.B. 388 out favorably. The motion passed with Rep. Owens and Rep. Peterson voting in opposition.
H.B. 477 Suicide Prevention Modifications (Rep. S. Eliason)
Rep. Eliason explained the bill assisted by Jade Lubeck, citizen, and Clark Aposhian, Utah Shooting Sports Council. A handout, "Firearm Safety, What We All Need to Know" was distributed.

Rep. Peterson moved to table H.B. 409. The motion passed unanimously with Rep. Froerer absent for the vote.
H.B. 418 Local Incentives for Energy Efficient Buildings (Rep. R. Edwards)
Rep. Edwards explained the bill assisted by Mike Plaizer and Howard Headlee, Utah Center for Neighborhood Stabilization.
MOTION: Rep. Anderegg moved to replace H.B. 418 with 1st Substitute H.B. 418. The motion passed with Rep. Stanard voting in opposition and Rep. Froerer and Rep. King absent for the vote.
MOTION: Rep. Anderegg moved to pass 1st Sub. H.B. 418 out favorably. The motion failed with Rep. Anderegg, Rep. Duckworth, and Rep. Pitcher voting in favor and Rep. Froerer and Rep. King absent for the vote.
MOTION: Rep. Webb moved to adjourn. The motion passed unanimously with Rep. Froerer and Rep. King absent for the vote.
