Rep. Lifferth introduced the Eagle Mountain Youth City Council in attendance.

 

H.B. 182         Concurrent Enrollment Education Amendments (Rep. V. Peterson)


Rep. Peterson explained the bill.


MOTION:    Rep. Lifferth moved to amend the bill as follows:


 

1.    Page 6, Lines 154 through 176:      

 

154 53A-15-1705. Concurrent enrollment {  application  }  participation form  -- {  Student acknowledgment and

155parental  }  Parental  permission.

156 (1) The State Board of Regents shall create a higher education concurrent enrollment

157 {  application  }  participation form  that includes {  an acknowledgment form and  } a parental permission form.

158  {  (2) An institution of higher education shall use the application described in Subsection

159(1) for eligible students to participate in concurrent enrollment.  }

160  {  (3)  }  (2)  Before allowing an eligible student to participate in concurrent enrollment, an LEA

161and an institution of higher education shall ensure that the eligible student has, for the current

162school year:

163 (a) submitted the {  application  }  participation form  described in Subsection (1);

164 (b) signed an acknowledgment of program participation requirements; and

165 (c) obtained parental permission as indicated by the signature of a student's parent or

166legal guardian on the parental permission form.

167 Section 6. Section 53A-15-1706 is enacted to read:

168 53A-15-1706. Tuition and fees.

169 (1) Except as provided in this section, the State Board of Regents or an institution of

170higher education may not charge tuition or fees for a concurrent enrollment course.

171 (2)  (a)  The State Board of Regents may charge a one-time fee for a student to {  apply to  }

172participate in the concurrent enrollment program.

173  {  (3)  }  (b)  A student who pays a fee described in Subsection (2)  (a)  does not satisfy a general

174admission application fee requirement for a full-time or part-time student at an institution of

175higher education.

         (3) (a) An institution of higher education may charge a one-time admission application fee for concurrent enrollment course credit offered by the institution of higher education.

(b) Payment of the fee described in Subsection (3)(a) satisfies the general admission application fee requirement for a full-time or part-time student at an institution of higher education.  

176 (4) (a) Except as provided in Subsection (4)(b), an institution of higher education may

MOTION:     Rep. Lifferth moved to pass the bill out favorably as amended. The motion passed unanimously with Rep. Christensen, Rep. Gibson, Rep. McCay, and Rep. Snow absent for the vote.            

 

H.B. 107         Early College High Schools (Rep. V. Peterson)

 

Rep. Peterson explained the bill with the assistance of Ms. Anna Trevino, Utah County Academy of Sciences.

 

MOTION:     Rep. Lifferth moved to amend the bill as follows:

 

 

1.    Page 2, Lines 51 through 52:   

 

51   (b) exempt from the 180 school day requirement established by board rule.

         (2) Notwithstanding the exemption described in Subsection (1)(b), an early college high school is subject to the required number of instructional hours established under board rule. 

52    {  (2)  }  (3)  Up to three of the subject-specific credit hour graduation requirements established

 

The motion passed unanimously with Rep. Gibson and Rep. McCay absent for the vote.

 

MOTION:     Rep. Snow moved to amend the bill as follows:

 

1.    Page 1, Line 9:    

 

9     This bill distinguishes an early college high school from a {  regularly authorized charter  }  regular public 

 

2.    Page 2, Line 35:  

 

35   (2) "Early college high school" means {  an authorized charter  }  a public  school that:

 

3.    Page 2, Line 43:  

 

43 {  charter  }  public  school.

 

4.    Page 2, Lines 49 through 52:   

 

49   (1) An early college high school is {  :

50   (a) subject to Title 53A, Chapter 1a, Part 5, The Utah Charter Schools Act; and

51   (b)   } exempt from the 180 school day requirement established by board rule.

 (2) Notwithstanding the exemption described in Subsection (1), an early college high school is subject to the required number of instructional hours established under board rule.

MOTION:     Rep. Gibson moved to pass the out favorably as amended. The motion passed unanimously.

                       

 

 

 

H.B. 142         Agency Auditing Procedures for Education (Rep. B. R. Cutler)

 

Rep. Cutler explained the bill with the assistance of Dr. Dickson and distributed the handout "Agency Auditing Procedures for Education."

 

MOTION:     Rep. Cutler moved to pass the bill out with a favorable recommendation. The motion passed unanimously with Rep. Christensen absent for the vote.

 

H.B. 147         State Board of Education Revisions (Rep. B. R. Cutler)

 

Rep. Cutler explained the bill with the assistance of Dr. Dickson and distributed the handout "State Board of Education Revisions."

 

MOTION:     Rep. Gibson moved to pass the bill out with a favorable recommendation. The motion passed unanimously with Rep. Christensen and Rep. Eliason absent for the vote.

 

MOTION:     Rep. McCay moved to adjourn. The motion passed unanimously with Rep. Christensen and Rep. Eliason absent for the vote. Chair Last adjourned the meeting at 3:20 p.m.
