Vice Chair Snow called the meeting to order at 4:05 p.m.
MOTION: Rep. Gibson moved to approve the minutes of the February 8, 2016 meeting. The motion passed unanimously with Rep. Christensen, Rep. Fawson, Rep. Hutchings, Rep. McCay, and Rep. Noel absent for the vote.
H.B. 288 Educational Records Protection Amendments (Rep. C. Hall)
Rep. Hall explained the bill.
Ms. Renae Cawley, Utah Media, spoke against the bill.
Mr. Doug Larson, Granite School District, spoke for the bill.
MOTION: Rep. Eliason moved to pass the bill out favorably. The motion passed unanimously with Rep. Fawson, Rep. Hutchings, Rep. McCay, and Rep. Noel absent for the vote.
H.B. 254 Resident Student Tuition Amendments (Rep. M. Poulson)
Rep. Poulson explained the bill with the assistance of Mr. Spencer Jenkins, Utah System of Higher Education, and Gary Harter, Executive Director, Utah Department of Veterans and Military Affairs.
MOTION: Rep. Poulson moved to replace H.B. 254 with 1st Sub. H.B. 254. The motion passed unanimously with Rep. Hutchings and Rep. Noel absent for the vote.
Mr. Brian Garrett, computer consulting, spoke for the bill.
MOTION: Rep. Lifferth moved to pass 1st Sub. H.B. 254 out favorably. The motion passed unanimously with Rep. Hutchings, Rep. Moss, and Rep. Noel absent for the vote.
H.B. 277 Personalized Learning and Teaching Amendments (Rep. J. Knotwell)
Rep. Knotwell explained the bill with the assistance of Mr. Dave Thomas, First Vice Chair, State Board of Education.
MOTION: Rep. McCay moved to replace H.B. 277 with 1st Sub. H.B. 277. The motion passed unanimously with Rep. Eliason, Rep. Hutchings, Rep. Moss, and Rep. Noel absent for the vote.

245 Section 6. Section 53A-1-1406 is enacted to read:
The motion failed with Rep. Christensen, Rep. Coleman, Rep. Fawson, Rep. Lifferth, and Rep. Noel voting in favor of the motion. Rep. Hutchings and Rep. Moss were absent for the vote.
Rep. Cutler's motion to pass the bill out favorably passed with Rep. Fawson and Rep. Poulson voting against the motion. Rep. Hutchings and Rep. Moss were absent for the vote.

1-27-2016:
38 (b) may make rules that create an endorsement for a teacher leader.
(4) A school district or charter school may assign a teacher to a teacher leader position without a teacher leader endorsement.
39 Ŝ➔ [(4) A teacher leader may not evaluate, under Chapter 8, Part 4, Educator Evaluations, a
40teacher whom the teacher leader is currently assisting in training.

The motion passed with Rep. Cutler and Rep. Snow voting against the motion. Rep. Eliason, Rep. Gibson, Rep. Moss, and Rep. Noel were absent for the vote.
Rep. Poulson's motion to pass the bill out favorably passed unanimously with Rep. Eliason, Rep. Gibson, Rep. Moss, and Rep. Noel absent for the vote.
