MOTION:     Rep. Gibson moved to approve the minutes of the February 11, 2016 meeting. The motion passed unanimously with Rep. Fawson, Rep. Lifferth, Rep. McCay, Rep. Noel, and Rep. Snow absent for the vote.

 

S.C.R. 3          Concurrent Resolution Supporting American Indian and Alaskan Native Education State Plan (Sen. K. Van Tassell) (Rep. J. Draxler)


Rep. Draxler explained the bill.


MOTION:     Rep. Poulson moved to pass the bill out favorably. The motion passed unanimously with Rep. Eliason, Rep. Lifferth, Rep. McCay, Rep. Noel, and Rep. Snow absent for the vote.


MOTION:     Rep. Gibson moved to place S.C.R. 3 on the Consent Calendar. The motion passed unanimously with Rep. Eliason, Rep. Lifferth, Rep. McCay, Rep. Noel, and Rep. Snow absent for the vote.

 

S.B. 78            State Board of Education Candidate Selection (Sen. A. Millner) (Rep. B. Last)


Sen. Millner explained the bill.

H.B. 164         Educational Testing Amendments (Rep. K. Powell)


Rep. Powell explained the bill with the assistance of Ms. Michelle Jones, math teacher, Granite School District, Mr. Richard Nye, Associate Superintendent, Utah State Office of Education, and Dr. Sydnee Dickson, Acting State Superintendent of Public Instruction.

MOTION:     Rep. Gibson moved to replace H.B. 164 with 1st Sub. H.B. 164. The motion passed unanimously with Rep. Eliason, Rep. Hutchings, Rep. McCay, and Rep. Moss absent for the vote.


MOTION:     Rep. Cutler moved to pass 1st Sub. H.B. 164 out favorably.


SUBSTITUTE MOTION: Rep. Gibson moved to amend the bill as follows:

 

1.    Page 3, Lines 82 through 87:   

 

82   (f) providing that scores on the tests and assessments required under Subsection (2)(a)

83and Subsection (3) may [not] be considered in determining {  :

84   (i)   } a student's academic grade for the appropriate course {  ; or

85   (ii) whether a student may advance to the next grade level.  }  . 

86   (5) (a) A school district or charter school, as applicable, is encouraged to administer an

87online writing assessment to students in grade 11.

 

The motion passed unanimously with Rep. Eliason and Rep. Moss absent for the vote.

 

MOTION: Rep. Cutler moved to pass 1st Sub. H.B. 164 out favorably. The motion failed with Rep. Cutler, Rep. Eliason, Rep. Hutchings, Rep. Last, Rep. Poulson, and Rep. Snow voting in favor of the motion. Rep. Moss was absent for the vote.

 

H.B. 200         Student Assessment Modifications (Rep. M. Poulson)

 

Rep. Poulson explained the bill with the assistance of Mr. Richard Nye, Associate Superintendent, Utah State Office of Education.

H.B. 216         Utah Educational Savings Plan Amendments (Rep. S. Barlow)

Rep. Barlow explained the bill.

 

MOTION:     Rep. Lifferth moved to pass the bill out favorably. The motion passed with Rep. Christensen, Rep. Eliason, and Rep. Noel absent for the vote.

 

MOTION:     Rep. Lifferth moved to place H.B. 216 on the Consent Calendar. The motion passed unanimously with Rep. Christensen, Rep. Eliason, and Rep. Noel absent for the vote.

 

S.C.R. 6          Concurrent Resolution Recognizing the 20th Anniversary of the Utah Educational Savings Plan (E. Vickers)

 

S.C.R. 6 was not considered.

 

MOTION:     Rep. McCay moved to adjourn. The motion passed unanimously with Rep. Christensen, Rep. Eliason, and Rep. Noel absent for the vote. Chair Last adjourned the meeting at 5:00 p.m.
