Vice Chair Snow called the meeting to order at 8:10 a.m.
H.B. 331 Education Provisions (Rep. S. Eliason)
Rep. Eliason explained the bill with the assistance of Dr. Sydnee Dickson, Interim State Superintendent of Public Instruction, and Ms. Natalie Grange, Director of School Finance, State Office of Education.
MOTION: Rep. Eliason moved to replace H.B. 331 with 1st Sub. H.B. 331. The motion passed unanimously with Rep. Last absent for the vote.
Spoke for the bill:

Mr. Charles Evans, Canyons School District
Mr. Robert Smith, Alpine School District
MOTION: Rep. Hutchings moved to pass 1st Sub. H.B. 331 out favorably. The motion passed with Rep. Cutler, Rep. Fawson, and Rep. Lifferth voting in opposition to the motion. Rep. McCay was absent for the vote.
H.B. 354 Driver Education Funding Amendments (Rep. S. Eliason)
Rep. Eliason explained the bill.
MOTION: Rep. Eliason moved to amend the bill as follows:
1. Page 3, Lines 63 through 71:
63 (6) If the amount of money in the account at the end of any school year is more than the
64total of the reimbursement costs provided under Subsection (4), the superintendent may
65allocate the excess funds :
(a) to a school { districts: } district or charter school that applies for:
66 { (a) to reimburse each } (i) reimbursement to the school district { that applies for reimbursement } or charter school of the cost of a fee
67waived under Section 53A-12-103 for driver education; [and] or
68 { (b) to } (ii) aid in the procurement of equipment and facilities which reduce the cost of
69behind-the-wheel instruction[.]; or
70 { (c) } (b) for any other purpose as determined by a majority vote of the State Board of
71Education.
The motion passed unanimously with Rep. McCay absent for the vote.
MOTION: Rep. Fawson moved to pass the bill out favorably as amended. The motion passed unanimously with Rep. Christensen, Rep. Hutchings, and Rep. Poulson absent for the vote.
MOTION: Rep. McCay moved to place H.B. 354 on the Consent Calendar. The motion passed unanimously with Rep. Christensen, Rep. Hutchings, Rep. Lifferth, and Rep. Poulson absent for the vote.
MOTION: Rep. McCay moved to adjourn. The motion passed unanimously with Rep. Christensen, Rep. Hutchings, Rep. Lifferth and Rep. Poulson absent for the vote. Vice Chair Snow adjourned the meeting at 9:29 a.m.
