Chair Last called the meeting to order at 8:12 a.m.

 

H.B. 423         Implementing Federal Education Program Amendments (Rep. D. Lifferth)


Rep. Lifferth explained the bill with the assistance of Mr. Oak Norton, parent. Rep. Lifferth distributed "State and Local Money for Education."


Spoke for the bill:

                        Ms. Wendy Hart, parent

                        Ms. Gayle Ruzicka, Eagle Forum

                        Ms. Christine Cooke, Sutherland Institute


MOTION:     Rep. Fawson moved to pass H.B. 423 out favorably. The motion passed with Rep. Poulson voting against the motion. Rep. Moss was absent for the vote.

 

H.B. 419         Education Licensing Amendments (Rep. K. Ivory)


Rep. Ivory explained the bill with the assistance of Mr. Ben Rasmussen, Utah Professional Practices Advisory Committee.


MOTION:     Rep. Fawson moved to replace H.B. 419 with 1st Sub. H.B. 419. The motion passed unanimously with Rep. Eliason and Rep. Moss absent for the vote.


Ms. Kass Harstad, Utah Trial Lawyers Association, spoke against the bill.


Spoke to the bill:

                        Ms. Lisa Nentl-Bloom, Utah Education Association

                        Mr. Dave Crandall, Utah State Board of Education

 

Ms. Terryl Warner, Cache County Attorney's Office and Utah State Board of Education, spoke for the bill.


MOTION:     Rep. Cutler moved to send 1st Sub. H.B. 419 to the House Judiciary Committee. Rep. Cutler withdrew his motion.


MOTION:     Rep. Christensen moved to pass 1st Sub. H.B. 419 out favorably. The motion passed with Rep. Poulson voting against the motion. Rep. Eliason and Rep. Moss were absent for the vote.  

 

S.B. 56            Nurse Practice Act Amendments (Sen. E. Vickers) (Rep. S. DiCaro)


Sen. Vickers explained the bill with the assistance of Rep. DiCaro.


Ms. Kathleen Kaufman, Utah Nurses Association, spoke for the bill.


MOTION:     Rep. Lifferth moved to pass S.B. 56 out favorably. The motion passed unanimously with Rep. Eliason and Rep. Moss absent for the vote.


MOTION:     Rep. Lifferth moved to place S.B. 56 on the Consent Calendar. The motion passed unanimously with Rep. Eliason and Rep. Moss absent for the vote. 

 

S.B. 45            Compulsory Education Revisions (Sen. A. Jackson) (Rep. J. Anderegg)


Sen. Jackson explained the bill with the assistance of Rep. Anderegg.


MOTION:     Rep. Lifferth moved to replace S.B. 45 with 1st Sub. S.B. 45. The motion passed unanimously with Rep. Eliason and Rep. Hutchings absent for the vote.
