1st Sub. S.B. 101                   High Quality School Readiness Program Expansion (Sen. A. Millner) (Rep. B. Last)


Sen. Millner explained the bill with the assistance of Ms. Brenda Van Gorder, Granite School District. Ms. Van Gorder reviewed a slide presentation.


MOTION:     Rep. Snow moved to replace 1st Sub. S.B. 101 with 2nd Sub. S.B. 101. The motion passed unanimously with Rep. Christensen, Rep. Fawson, Rep. Hutchings, and Rep. McCay absent for the vote.


Spoke for the bill:

MOTION:     Rep. Lifferth moved to pass 2nd Sub. S.B. 101 out favorably. The motion passed unanimously with Rep. Fawson absent for the vote.


 

S.B. 191          School Turnaround and Leadership Development Act Amendments (Sen. A. Millner) (Rep. B. Last)

Sen. Millner explained the bill.


Ms. Jennie Earl spoke to the bill.


MOTION:     Rep. Cutler moved to pass S.B. 191 out favorably. The motion passed unanimously with Rep. Fawson and Rep. McCay absent for the vote.


 

H.B. 443         School Dropout Recovery Amendments (Rep. F. Gibson)


Rep. Gibson explained the bill with the assistance of Ms. Angie Stallings, Associate Superintendent, Utah State Office of Education. Rep. Gibson distributed "Discussion Points for H.B. 443: School Dropout Prevention and Recovery."


MOTION:     Rep. Snow moved to replace H.B. 443 with 1st Sub. H.B. 443. The motion passed unanimously with Rep. Fawson absent for the vote.


Mr. Royce Van Tassell, Associate Director, Association of Utah Public Charter Schools spoke for the bill.


MOTION:     Rep. Lifferth moved to pass 1st Sub. H.B. 443 out favorably. The motion passed unanimously.


 

1st Sub. S.B. 131                   Utah College of Applied Technology Governance Amendments (Sen. S. Urquhart) (Rep. D. Ipson)


Sen. Urquhart explained the bill.


Mr. Billy Hesterman, Utah Taxpayers Association, spoke for the bill.


MOTION:     Rep. Snow moved to pass 1st Sub. S.B. 131 out favorably. The motion passed unanimously with Rep. McCay absent for the vote.




 

1st Sub. S.B. 143                   Competency-based Learning Amendments (Sen. H. Stephenson) (Rep. K. Coleman)


Sen. Stephenson explained the bill with the assistance of Dr. Sydnee Dickson, Interim State School Superintendent, Utah State Office of Education.


Ms. Christine Cooke spoke for the bill.


Dr. Sara Jones, Utah Education Association, spoke to the bill.


MOTION:     Rep. Coleman moved to pass 1st Sub. S.B. 143 out favorably. The motion passed unanimously with Rep. Gibson and Rep. McCay absent for the vote.


 

S.B. 163          Kindergarten Age Exception Amendments (Sen. H. Stephenson) (Rep. V. L. Snow)


This bill was not considered.

 

1st Sub. S.B. 125                   After-school Programs Amendments (Sen. L. Escamilla) (Rep. S. DiCaro)

H.B. 181         Physical Control in Schools Amendments (Rep. C. Moss)


Rep. Moss explained the bill with the assistance of Ms. Glenna Gallo, State Director of Special Education, Utah State Office of Education.


MOTION:     Rep. Snow moved to replace H.B. 181 with 1st Sub. H.B. 181. The motion passed unanimously with Rep. Gibson, Rep. Lifferth, and Rep. McCay absent for the vote.


MOTION:     Rep. Snow moved to amend 1st Sub. H.B. 181 as follows:

 

1.    Page 2, Line 56:  

 

56   (d) protect property from being damaged, when safety  most likely  is at risk.

 

The motion passed unanimously with Rep. Gibson, Rep. Lifferth, and Rep. McCay absent for the vote.

 

Mr. Andrew Riggle, Public Policy Advocate, Disability Law Center, spoke for the bill.

 

MOTION:     Rep. Poulson moved to pass 1st Sub. H.B. 181 out favorably as amended. The motion passed with Rep. Cutler and Rep. Hutchings voting in opposition. Rep. Gibson and Rep. McCay were absent for the vote.

 

MOTION:     Rep. Poulson moved to adjourn. The motion passed unanimously with Rep. Gibson and Rep. McCay absent for the vote.
