Chair Edwards called the meeting to order at 9:07 a.m.

MOTION:     Rep. Westwood moved to approve the minutes of February 10, 2016. The motion passed unanimously with Rep. Romero absent for the vote.

H.B. 318         Point of the Mountain Development Authority Act (B. Wilson)

Rep. Wilson explained the bill to the committee.

Spoke to the bill:        Lynn Pace, Utah League of Cities and Towns

                                    Robert Ranc, Lehi City

Spoke for the bill:       Troy Walker, Draper City

                                    Andrew Gruber, Wasatch Front Regional Council

Vice Chair Westwood assumed the chair at 9:26 a.m.

MOTION:     Rep. Sandall moved to replace H.B. 318 with 1st Sub. H.B. 318. The motion passed with Rep. Romero and Rep. Wheatley voting in opposition and Rep. Edwards absent for the vote.

MOTION:     Rep. Hawkes moved to pass the bill out favorably. The motion passed with Rep. Romero and Rep. Wheatley voting in opposition and Rep. Edwards absent for the vote.

MOTION:     Rep. Spendlove moved to adjourn. The motion passed unanimously with Rep. Edwards absent for the vote.

Vice Chair Westwood adjourned the meeting at 9:40 a.m.
