Vice Chair Daw called the meeting to order at 2:03 p.m.

MOTION:     Rep. Perry moved to approve the minutes of the February 2, 2016 meeting. The

                        motion passed unanimously with Rep. Chavez-Houck, Rep. Grover, Rep. Nelson,                         and Rep. Sanpei absent for the vote.

H.B. 63           Fees for Government Records Requests (Rep. Brian S. King)

Rep. King explained the bill to the committee with the assistance of Patricia Smith-Mansfield, Director, Division of State Archives and Records Services.

Spoke to the bill:        LeGrand Bitter, Utah Association of Special Districts

MOTION:     Rep. Cox moved to amend the bill as follows:

1.         Page 3, Line 70

70   (i) shall review the fee waiver de novo  , but shall review and consider the governmental entity's denial of the fee waiver and any determination under Subsection (4)  ; and

The motion passed unanimously with Rep. Grover, Rep. Nelson, and Rep. Sanpei absent for the vote.

MOTION:     Rep. Chavez-Houck moved to pass the bill out favorably. The motion passed

                        unanimously with Rep. Grover and Rep. Sanpei absent for the vote.

H.B. 51           Recodification of Postretirement Reemployment Provisions (Rep. K. Powell)

Rep. Powell explained the bill to the committee. The handout "URS Fiscal Analysis of 2016 H.B. 51" was distributed to the committee.

Spoke to the bill:        Dee Larson, Legal Counsel, Utah Retirement Systems

MOTION:     Rep. Peterson moved to pass the bill out favorably. The motion passed

                        unanimously with Rep. Sanpei absent for the vote.

H.B. 8             State Agency Fees and Internal Service Fund Rate Authorization and  

                        Appropriations (Rep. B. Dee)

Rep. Dee explained the bill to the committee.

MOTION:     Rep. Grover moved to pass the bill out favorably. The motion passed unanimously.

MOTION:     Rep. Peterson moved to adjourn. The motion passed unanimously.

Vice Chair Daw adjourned the meeting at 2:25 p.m.
