Vice Chair Daw called the meeting to order at 8:04 a.m.
MOTION: Rep. Draxler moved to approve the minutes of the February 10, 2016 meeting. The motion passed unanimously with Rep. Arent, Rep. Nelson, Rep. Peterson, and Rep. Sanpei absent for the vote.
HB0290 Campaign Finance Reform Amendments (Rep. R. Spendlove)
Rep. Spendlove explained the bill to the committee.
MOTION: Rep. Perry moved replace H.B. 290 with 1st Sub. H.B. 290. The motion passed with Rep. Arent and Rep Chavez-Houck voting in opposition.
MOTION: Rep. Arent moved to pass 1st Sub. H.B. 290 out favorably. The motion passed with Rep. Nelson voting in opposition.
1st Sub. H.B.10 Initiative and Referendum Amendments (Rep. B. Greene)
Rep. Greene explained the bill to the committee.
MOTION: Rep. Peterson moved to replace 1st Sub. H.B. 10 with 3rd Sub. H.B. 10. The motion passed unanimously.

MOTION: Rep. Draxler moved to pass 3rd Sub. H.B. 10 out favorably. The motion passed with Rep. Nelson, Rep. Peterson and Rep. Sanpei voting in opposition.

HCR10 Concurrent Resolution Recognizing Historic and Economic Relationships Between Canada, the United States, and Utah (Rep. S. Handy)
Rep. Handy explained the resolution to the committee with the assistance of Clark Cahoon, World Trade Center Utah.
MOTION: Rep. Cox moved to amended the resolution as follows:
1. Page 2, Line 56 through Page 3, Line 62: 56 Canada-United States relationship as our countries work together to anticipate and address
57environmental challenges;
58 { WHEREAS, this commitment was underscored by the historic, ambitious, and balanced
59agreement reached by Canada, the United States, and 193 other countries at the Paris climate
60conference to fight climate change; }
61 WHEREAS, Canada is a friendly neighbor with whom the United States has an
62excellent trading and political relationship;
The motion passed with Rep. Arent and Rep. Chavez Houck voting in opposition and Rep. Daw absent for the vote.
MOTION: Rep. Peterson moved to pass HCR10 out favorably as amended. The motion passed unanimously with Rep. Daw absent for the vote.
SB41 Appointment of County Assessors (Sen. A. Millner)
Sen. Millner explained the bill to the committee with the assistance of John Ulibarri, Utah Assesors Association.
MOTION: Rep. Arent moved to pass the bill out favorably. The motion passed unanimously.
MOTION: Rep. Chavez-Houck moved to adjourn the meeting. The motion passed unanimously.
