Chair Ipson called the meeting to order at 8:05 a.m.
MOTION: Rep. Daw moved to approve the minutes of February 9, 2016. The motion passed unanimously with Rep. Eliason, Rep. Hollins, Rep. McIff, Rep. Peterson, and Rep. Romero absent for the vote.
S.B. 57 Public Safety Emergency Management Amendments (Sen. K. Mayne) (Rep. L. Perry)
Sen. Mayne explained the bill to the committee, and provided the following handouts: "Carrier Alert", and "The United States Postal Network".
MOTION: Rep. Redd moved to pass the bill out favorably.
SUBSTITUTE
MOTION: Rep. Ray moved to amend the bill as follows:
1. Page 1, Lines 16 through 17:
16 ► requires the Division of Emergency Management to report to the Business and
17Labor Interim Committee and the Law Enforcement and Criminal Justice Interim Committee by November 30, 2016, regarding the feasibility study.
2. Page 4, Lines 102 through 103:
102 (4) The division shall provide a report to the Business and Labor Interim Committee and the Law Enforcement and Criminal Justice Interim Committee
103regarding the feasibility study conducted under Subsection (3) no later than November 30,

MOTION: Rep. Tanner moved to pass S.B. 57 out favorably, as amended. The motion passed unanimously.
H.B. 300 Body-worn Cameras for Law Enforcement Officers (Rep. D. McCay)
Rep. McCay explained the bill to the committee.
MOTION: Rep. Daw moved to amend the bill as follows:
1. Page 9, Lines 245 through 247:
245defined in Section 77-7a-103, that:
246 (i) are made inside a home or residence; { and } or
247 (ii) contain images of minors or nudity.
The motion passed unanimously with Rep. Eliason absent for the vote.

MOTION: Rep. Romero moved to pass H.B. 300 out favorably, as amended. The motion passed with Rep. Daw and Chair Ipson voting in opposition.
H.B. 281 Bigamy Offense Amendments (Rep. M. Noel)
Rep. Noel explained the bill to the committee.
MOTION: Rep. Ray moved to amend the bill as follows:
1. Page 1, Line 16:
16 { None } This bill provides a special effective date
2. Page 1, Line 26 through Page 2, Line 28:
26or knowing the other person has a husband or wife, the person purports to marry [another] { the
27other person [or] } , and { cohabits } cohabitates with , [another] the other person.
28 (2) Bigamy is a third degree felony [of the third degree].
The motion passed unanimously with Rep. Peterson and Rep. Romero absent for the vote.
MOTION: Rep. Redd moved to further amend the bill as follows:
3. Page 2, Line 38:
38 (2) A violation of Subsection (1) is a second degree felony.
Section 3. Effective date.
If approved by two-thirds of all the members elected to each house, this bill takes effect upon approval by the governor, or the day following the constitutional time limit of Utah Constitution, Article VII, Section 8, without the governor's signature, or in the case of a veto, the date of veto override.
The motion passed unanimously with Rep. Peterson absent for the vote.
MOTION: Chair Ipson moved to further amend the bill as follows:
4. Page 1, Line 12:
12 ► revises the definition of bigamy ; and
► modifies the criminal penalty .
5. Page 2, Line 28: 28 (2) Bigamy is a { third degree felony } [of the third degree] class A misdemeanor .
1. Page 2, Lines 36 through 38: 36 (a) purports to marry the person who is under 18 years of age; [or] and
37 (b) { cohabits } cohabitates with the person who is under 18 years of age.
38 (2) A violation of Subsection (1) is a second degree felony.
The motion passed unanimously with Rep. Peterson absent for the vote.
MOTION: Rep. Tanner moved to further amend the bill as follows:
1. Page 2, Line 28
(a) Delete: third degree felony
(b) Insert: "infraction"
The motion failed with Rep. Daw, Rep. Eliason, Rep. Ray, Rep. Redd, and Rep. Ipson voting in opposition.
