Vice Chair Sagers called the meeting to order at 3:47 p.m.
MOTION: Rep. Noel moved to approve the minutes of the February 3, 2016 and February 5, 2016 meetings. The motion passed unanimously with Rep. Brown, Rep. Powell, and Rep. Sandall absent for the vote.
H.B. 222 Nonuse Application Amendments (Rep. T. Hawkes)
Rep. Hawkes explained the bill to the committee with the assistance of Boyd Clayton, Deputy Director, Division of Water Rights. A handout titled "HB222 Nonuse Application Amendments" was distributed to the committee.
MOTION: Rep. Perry moved to pass the bill out favorably. The motion passed unanimously with Rep. Powell and Rep. Sanders absent for the vote.
MOTION: Rep. Hawkes moved to place H.B. 222 on the Consent Calendar. The motion passed unanimously with Rep. Powell and Rep. Sanders absent for the vote.
H.B. 232 Scenic Byway Amendments (Rep. M. Noel)
Rep. Noel explained the bill to the committee. Vicky Varela, Director, Office of Tourism, Film and Global Branding, answered questions from the committee and spoke in favor of the bill.
MOTION: Rep. Noel moved to amend the bill as follows:
1. Page 3, Lines 61 through 62:
61 (3) (a) [A] Except as provided in Subsection (3)(d), a non-scenic segment of a state scenic byway, National

MOTION: Rep. Perry moved to pass the bill out favorably as amended. The motion passed unanimously with Rep. Powell and Rep. Sanders absent for the vote.
H.B. 266 Unclaimed Capital Credits Amendments (Rep. M. Noel)
Rep. Noel explained the bill to the committee with the assistance of Dan McClendon, Garkane Energy Cooperative.
MOTION: Rep. Noel moved to replace H.B. 266 with 1st Sub. H.B. 266. The motion passed unanimously with Rep. Powell and Rep. Sanders absent for the vote.
MOTION: Rep. Briscoe moved to pass 1st Sub. H.B. 266 out favorably. The motion passed unanimously.
MOTION: Rep. Noel moved to place 1st Sub. H.B. 266 on the Consent Calendar. The motion passed unanimously.
MOTION: Rep. Brown moved to saunter because the sponsor of the next item on the agenda was presenting a bill to another committee. The motion passed unanimously.
H.B. 65 Exemption from Daylight Saving Time (Rep. F. Cox)
The bill was not heard.
MOTION: Rep. Perry moved to adjourn the meeting. The motion passed unanimously.
