Chair Perry called the meeting to order at 3:50 p.m.

 

MOTION:     Rep. Sagers moved to approve the minutes from the February 9, 2016 meeting. The motion passed unanimously with Rep. Briscoe and Rep. Brown absent for the vote.

 

H.B. 287         Commission for the Stewardship of Public Lands and Private Donations for Public Lands Litigation (Rep. K. Christofferson)


Rep. Christofferson explained the bill to the committee.

 

Spoke for the bill:       Matt Anderson, Coalition for Self-Government in the West

 

MOTION:     Rep. Sagers moved to replace H.B. 287 with 1st Sub. H.B. 287. The motion passed unanimously with Rep. Brown absent for the vote.

 MOTION:     Rep. Sandall moved to amend the bill as follows:

 

1.    Page 6, Line 150:       

 

150 (1) There is created an expendable special revenue fund {  within the General Fund  }

 

The motion passed unanimously with Rep. Brown absent for the vote.

 

MOTION:     Rep. Sandall moved to pass 1st Sub. H.B. 287 out favorably as amended. The motion passed with Rep. Briscoe and Rep. Duckworth voting in opposition.

 

H.B. 284         Injured Wildlife Amendments (Rep. D. Lifferth)

 

Rep. Lifferth explained the bill to the committee. Greg Sheehan, Director, Division of Wildlife Resources, answered questions from the committee. Rep. Chew distributed a handout with photos of damage to signs caused by bullet holes.

 

MOTION:     Rep. McKell moved to replace H.B. 284 with 1st Sub. H.B. 284. The motion passed unanimously.

 

MOTION:     Rep. Brown moved to hold the bill. The motion passed unanimously.

 

H.B. 169         Little Sahara State Park Designation (Rep. S. Eliason)

 

Rep. Eliason explained the bill, as previously amended on February 2, 2016, to the committee with the assistance of Eric Stucki, Division of State Parks and Recreation.

 

MOTION:     Rep. Brown moved to amend the bill as follows:

 

1.    Page 2, Lines 55 through 56:   

 

55   (b) {  trade  }  exchange  parcels of school and institutional trust land located within the boundaries of

56the Little Sahara Recreation Area for other parcels of state land  or other lands administered by the United States Government  .

 

The motion passed unanimously.

 

 

MOTION:     Rep. Sandall moved to amend the bill as follows:

 

1.    Page 2, Line 46:  

 

46   (ii) all current grazing allotments shall be maintained {  in their existing form  } ; and

 

The motion passed unanimously.

 

Spoke to the bill:        Sterling Brown, Utah Farm Bureau

 

MOTION:     Rep. Duckworth moved to pass the bill out favorably as amended. The motion passed unanimously.

 

MOTION:     Rep. Sagers moved to adjourn the meeting. The motion passed unanimously.
