Chair Pro Tem Noel called the meeting to order at 8:08 a.m.
MOTION: Rep. Brown moved to approve the minutes of the February 19, 2016 and
February 22, 2016 meetings. The motion passed unanimously with Rep. Briscoe, Rep. Duckworth, Rep. Perry, Rep. Sagers, and Rep. Sandall absent for the vote.
H.B. 250 Air Quality Amendments (Rep. E. Redd)
Rep. Redd explained the bill to the committee and provided an overhead presentation, "HB 250 Ultra-Low Nox Water Heaters and Air Quality." Bryce Bird, Director, Division of Air Quality, answered questions from the committee.

MOTION: Rep. Brown moved to amend the bill as follows:
1. Page 1, Lines 12 through 16:
12 ► defines terms;
13 ► requires the Air Quality Board to make rules regarding the nitrogen oxide limits for
14a natural gas-fired water heater by January 1, 2017;
15 ► prohibits the sale or { installation } purchase of a natural gas-fired water heater that is manufactured after July 1, 2018 with the intent to install the natural gas-fired water heater in Utah if the natural gas-fired water heater { that } exceeds the
16limits set by the Air Quality Board { , beginning July 1, 2018 } ;
2. Page 2, Lines 46 through 52:
46 (c) the installed cost of an appliance to ensure that the cost is reasonable compared to
47other strategies to reduce air pollutants.
48 { (3) Beginning July 1, 2018, no person shall sell or install any natural gas-fired water
49heater manufactured after July 1, 2018, with a nitrogen oxide emission rate exceeding the limit
50set by the board by rule. }
(3) A person may not sell or purchase a natural gas-fired water heater that is manufactured after July 1, 2018 with the intent to install it in Utah if the natural gas-fired water heater exceeds the applicable nitrogen oxide emission rate limit set by the board by rule.
51 (4) A manufacturer in Utah shall display the model number and nitrogen oxide
52emission rate of a water heater complying with this section on:

Rep. Noel explained the bill to the committee.
