Chair Webb called the meeting to order at 2:01 p.m.

H.C.R. 1           Concurrent Resolution on Waters of the United States (Rep. M. Noel)

Rep. Noel explained the bill to the committee.

Spoke for the bill:          Sterling Brown, Utah Farm Bureau

                                       Chris Harelson, Americans for Prosperity

MOTION:       Rep. Thurston moved to pass H.C.R. 1 out favorably. The motion passed with Rep. Hemingway voting in opposition.

H.B. 17             Assessment Area Foreclosure Amendments (Rep. R. C. Webb)

Rep. Webb explained the bill to the committee.

Spoke for the bill:          Taz Biesinger, Utah Home Builders Association

Spoke to the bill:            Randy Larsen, Attorney, Ballard Spahr Law Firm

MOTION:       Rep. Ipson moved to replace H.B. 17 with 1st Substitute H.B. 17. The motion                           passed unanimously.

MOTION:       Rep. Ipson moved to pass 1st Substitute H.B. 17 out favorably. The motion passed                           unanimously with Rep. Poulson absent for the vote.

H.B. 77             Special District Amendments (Rep. S. Handy)

Rep. Handy explained the bill to the committee with the assistance of LeGrand Bitter, Utah Association of Special Districts.

MOTION:       Rep. Pitcher moved to pass H.B. 77 out favorably. The motion passed with Rep. Thurston voting in opposition.

H.B. 83             Campaign Finance Disclosures in Municipal Elections (Rep. C. Hall)

Rep. Hall explained the bill to the committee.

MOTION:       Rep. Powell moved to verbally amend the bill.

MOTION:       Rep. Thurston moved to hold the bill.

MOTION:       Rep. Ipson moved to adjourn. The motion passed unanimously.

H.B. 64             Rate Committee Amendments (Rep. M. McKell)

This bill was not considered.
