Chair Webb called the meeting to order at 2:07 p.m.

MOTION:       Rep. Ipson moved to approve the minutes of the January 26, 2016, meeting. The motion passed unanimously with Rep. Anderson, Rep. Poulson, Rep. Thurston, and Rep. Powell absent for the vote.

H.B. 154           County Personnel Requirements (Rep. B. Dee)

Rep. Dee explained the bill to the committee.

MOTION:       Rep. Ipson moved to pass H.B. 154 out favorably. The motion passed unanimously with Rep. Powell absent for the vote.

MOTION:       Rep. Ipson moved to place H.B. 154 on the Consent Calendar. The motion passed unanimously with Rep. Powell absent for the vote.

H.B. 83             Campaign Finance Disclosures in Municipal Elections (Rep. C. Hall)

Rep. Hall explained the bill to the committee.

Spoke for the bill:          Brandon Smith, Utah League of Cities and Towns

                                       Justin Lee, Deputy Director of Elections, Lt. Governor's Office

MOTION:       Rep. Ipson moved to replace H.B. 83 with 1st Substitute H.B. 83. The motion passed unanimously with Rep. Powell absent for the vote.

MOTION:       Rep. Ipson moved to pass 1st Substitute H.B. 83 out favorably. The motion passed unanimously.

MOTION:       Rep. Ipson moved to adjourn. The motion passed unanimously.
