Vice Chair Powell called the meeting to order at 8:05 a.m.
MOTION: Rep. Ward moved to approve the minutes of the February 16, 2016, meeting. The motion passed unanimously with Rep. Coleman, Rep. Ipson, Rep. Pitcher, and Rep. Thurston absent for the vote.
H.B. 347 Local and Special Service District Amendments (Rep. S. Handy)
Rep. Handy explained the bill to the committee assisted by LeGrand Bitter, Utah Association of Special Districts.
MOTION: Rep. Thurston moved to amend the bill as follows:
1. Page 2, Lines 31 through 32:
31 (1) (a) Each member of a board of trustees of a local district[, elected or appointed on
32or after May 3, 1999,] { should } shall , within one year after taking office, complete the training
The motion passed unanimously.
MOTION: Rep. Pitcher moved to pass H.B. 347 out favorably as amended. The motion passed unanimously with Rep. Ipson absent for the vote.
MOTION: Rep. Ward moved to place H.B. 347 on the Consent Calendar. The motion passed unanimously with Rep. Ipson absent for the vote.
H.B. 348 Mountainous Planning District Amendments (Rep. B. Dee)
Rep. Dee explained the bill to the committee.
Spoke for the bill: Patrick Reimherr, Salt Lake County

Spoke against the bill: K. Marie Taylor, Citizen and provided a handout
Spoke to the bill: Brian Allen, Cottonwood Heights City
MOTION: Rep. Thurston moved to amend the bill as follows:
Reinstate lines 62 - 63, and replace 2016 with 2019.

MOTION: Rep. Pitcher moved to pass H.B. 348 out favorably. The motion passed with Rep. Poulson and Rep. Thurston voting in opposition. Rep. Kennedy was absent for the vote.
H.B. 359 Political Subdivision Ethics Commission Amendments (Rep. J. Draxler)
Rep. Draxler explained the bill to the committee assisted by Mark Thomas, Lieutenant Governor's Office.
MOTION: Rep. Thurston moved to pass H.B. 359 out favorably. The motion passed unanimously with Rep. Coleman and Rep. Kennedy absent for the vote.
MOTION: Rep. Thurston moved to place H.B. 359 on the Consent Calendar. The motion passed unanimously with Rep. Coleman and Rep. Kennedy absent for the vote.
S.B. 52 Rate Committee Modifications (Sen. D. Hinkins) (Rep. M. McKell)
Sen. Hinkins explained the bill to the committee.
MOTION: Rep. Thurston moved to amend the bill as follows:
1. Page 1, Lines 14 through 15:
14 ∙ meet { quarterly } at least once a year ; and
15 ∙ { recommend } discuss adjustments to service levels received by state agencies; and
2. Page 3, Line 60:
60 (ii) meet at least { quarterly } once a year and as necessary to discuss service performance of each internal service fund
3. Page 3, Line 63:
63 (iii) { recommend } discuss any adjustments to the service level received by state agencies that pay
4. Page 4, Line 106:
106 (iii) meet at least { quarterly } once a year and as necessary to discuss the service performance of each internal service
5. Page 4, Line 109:
