Chair Webb called the meeting to order at 4:15 p.m.

MOTION:       Rep. Ipson moved to approve the minutes of the February 23, 2016, meeting. The motion passed unanimously with Rep. Anderson, Rep. Coleman, Rep. Pitcher, and Rep. Ward absent for the vote.

2nd Sub. S.B. 99           Transparency for Political Subdivisions (Sen. D. Henderson) (Rep. C. Hall)

Sen Henderson explained the bill to the committee.

MOTION:       Rep. Ipson moved to amend the bill as follows:

1.    Page 13, Lines 379 through 384:          

379 (4) A participating local entity that makes public financial information accessible via

380the Utah Public Finance Website {  in 2016  }  on or after May 10, 2016,  and that was not previously required to make

381financial information accessible via the website shall permit information that is generated on or

382after the first day of the participating local entity's fiscal year that includes {  May 10, 2016  }  January 1, 2017  , to be

383accessible via the website.

 (5) (a) Except as provided in Subsection (5)(b), a participating local entity described in Subsection (4) shall comply with the provisions of this part on or before January 1, 2017.

       (b) A participating local entity described in Subsection (4) that has an annual budget of $100,000 or less shall comply with the provisions of this part on or before July 1, 2017. 

384 Section 6. Section 63F-1-701 is amended to read:

The motion passed unanimously with Rep. Anderson, Rep. Coleman, and Rep. Pitcher absent for the vote.

MOTION:       Rep. Thurston moved to pass 2nd Substitute S.B. 99 favorably as amended. The motion passed unanimously with Rep. Pitcher absent for the vote.

MOTION:       Rep. Ipson moved to place 2nd Substitute S.B. 99 on the Consent Calendar. The motion passed unanimously with Rep. Pitcher absent for the vote.

H.B. 326           Special and Local District Transparency Amendments (Rep. J. Fawson)

This bill was not considered.

MOTION:       Rep. Poulson moved to adjourn. The motion passed unanimously with Rep.Pitcher absent for the vote.

Chair Webb adjourned the meeting at 4:21 p.m.
