Chair Webb called the meeting to order at 4:31 p.m.

 

MOTION:       Rep. Hemingway moved to approve the minutes of the March 4, 2016, meeting. The motion passed unanimously with Rep. Pitcher, Rep. Ward, and Rep. Powell absent for the vote.

 

 

2nd Sub. S.B. 150         Metro Township Amendments (Sen. K. Mayne) (Rep. E. Hutchings)

 

Sen. Mayne explained the bill to the committee.

 

MOTION:       Rep. Ipson moved to pass S.B. 150 out favorably. The motion passed with Rep. Pitcher, Rep. Ward, and Rep. Powell absent for the vote.

  

 

H.B. 473           Local Government Revisions (Rep. J. Knotwell)

 

Rep. Knotwell explained the bill to the committee with the assistance of John Dougall, Utah State Auditor.

 

Spoke for the bill:          Cameron Diehl, Utah League of Cities and Towns

 

MOTION:        Rep. Kennedy moved to amend the bill as follows:

 

 

1.    Page 4, Lines 107 through 112:            

 

107 10-5-129. Financial reports.

108 (1) [Within] The town clerk or other delegated person shall prepare and present  to the council  :

109 (a) {  to the governing body, monthly summary financial reports and quarterly detailed

110financial reports, prepared in accordance with the Uniform Accounting Manual  }  financial reports at least quarterly, or more frequently if directed by the council  ; and

111 (b)  an annual financial report  within 180 days after the close of each fiscal year [the town clerk or other delegated

112person shall present] {  , to the council, an annual financial report  } .

 

MOTION:       Rep. Hemingway moved to pass H.B. 473 out favorably as amended. The motion passed unanimously with Rep. Pitcher, Rep. Ward, and Rep. Powell absent for the vote.

 

MOTION:       Rep. Coleman moved to place H.B. 473 on the Consent Calendar. The motion passed unanimously with Rep. Pitcher, Rep. Ward, and Rep. Powell absent for the vote.

 

 

1st Sub. S.B. 114           Municipal Utilities Amendments (Sen. J. Stevenson) (Rep. B. Wilson)

 

Rep. Wilson explained the bill to the committee.

MOTION:       Rep. Ipson moved to pass 1st Substitute S.B. 114 out favorably. The motion passed with Rep. Kennedy voting in opposition.

 

 

Chair Webb relinquished the chair to Vice Chair Powell.

 

  

1st Sub. S.B. 164           Local Government Modifications (Sen. D. Henderson) (Rep. R. C. Webb)

 

Rep. Webb explained the bill to the committee.

                                       Wayne Cushing, Salt Lake County Treasurer

 

MOTION:       Rep. Anderson moved to pass 1st Substitute S.B. 164 out favorably. The motion passed with Rep. Powell voting in opposition. Rep. Ipson was absent for the vote.

 

 

MOTION:       Rep. Anderson moved to adjourn. The motion passed unanimously with Rep. Ipson absent for the vote.
