Chair McCay called the meeting to order at 2:13 p.m. and provided opening remarks.
At the invitation of Chair McCay, a presentation was made to the committee by Natalie Gochour, Associate Dean of the David Eccles School of Business and Director of the Kem C. Gardner Policy Institute, University of Utah. Copies of "Utah Informed" were provided to the committee.
H.B. 89 Office of State Debt Collection Reporting Amendments (Rep. C. Hall)
Rep. Hall explained the bill to the committee.
MOTION: Rep. Froerer moved to pass the bill out favorably. The motion passed with Rep. Cunningham and Rep. McKell voting in opposition.
H.B. 104 Property Taxation Amendments (Rep. J. Peterson)
Rep. Peterson explained the bill to the committee with the assistance of Ricky Hatch, Weber County Clerk and Auditor. Wayne Cushing, Salt Lake County Treasurer, answered questions from the committee. "Property Tax Notices" was provided to the committee.

MOTION: Rep. Knotwell moved to amend the bill as follows:
1. Page 16, Lines 478 through 481:
478 (4) (a) (i) Subject to the other provisions of this Subsection (4), a county auditor may, at
479the county auditor's discretion, provide the notice required by this section by electronic { mail } communication if
480a taxpayer makes an election, according to procedures determined by the county auditor, to
481receive the notice by electronic { mail } communication.
(ii) If receipt of the electronic communication under Subsection (4)(a)(i) cannot be verified 14 days before the public hearing required under Section 59-2-919, the notice required by this Section shall be sent by mail .
The motion to amend passed with Rep. Cunningham, Rep. Froerer, and Rep. Sagers voting in opposition and Rep. Briscoe and Rep. Hutchings absent for the vote.
MOTION: Rep. King moved to move on to the next item on the agenda. The motion passed with Rep. McCay, Rep. McKell, and Rep. Peterson voting in opposition and Rep. Hutchings absent for the vote.
