Vice Chair Anderegg called the meeting to order at 4:20 p.m.

MOTION:       Rep. Westwood moved to approve the minutes of the March 1, 2016, meeting. The motion passed unanimously with Rep. Barlow, Rep. Cunningham, Rep. DiCaro, Rep. Draxler, and Rep. Moss absent for the vote.

H.B. 448           Airport Fee Amendments (Rep. D. Owens)

Rep. Owens explained the bill to the committee.

Spoke for the bill:          Pat Morley, Director Division of Aeronautics Utah Department of              Transportation

MOTION:       Rep. Westwood moved to pass H.B. 448 out favorably. The motion passed unanimously with Rep. Barlow absent for the vote.

MOTION:       Rep. King moved to place H.B. 448 on the Consent Calendar. The motion passed unanimously.

H.B. 415           Motor Vehicle Accident Cost Recovery (Rep. Johnny Anderson)

Rep. Anderson explained the bill to the committee assisted by Bill Haaland, Claims Management Resources.

MOTION:       Rep. Westwood moved to replace H.B. 415 with 1st Substitute H.B. 415. The motion passed unanimously.

MOTION:       Rep. Christofferson moved to pass 1st Substitute H.B. 415 out favorably. The motion passed unanimously.

H.B. 416           Driver License for Youths in Foster Care (Rep. Johnny Anderson)

Rep. Anderson explained the bill to the committee assisted by Jennifer Larsen, Division of Child and Family Services.

MOTION:       Rep. Cunningham moved to pass H.B. 416 out favorably. The motion passed unanimously.

MOTION:       Rep. King moved to place H.B. 416 on the Consent Calendar. The motion passed unanimously with Rep. King absent for the vote.

H.B. 374           Accessible Parking Amendments (Rep. K. Stratton)

Rep. Stratton explained the bill to the committee.

MOTION:       Rep. Lifferth moved to replace H.B. 374 with 3rd Substitute H.B. 374. The motion passed unanimously with Rep. Anderson absent for the vote.

MOTION:       Rep. Westwood moved to amend the bill as follows:

1.    Page 3, Lines 77 through 78:        

77   (ii) Except as provided in Subsection (3)(c)(iii), a violation of Subsection (3)(b) is {  a

78class C misdemeanor  }  an infraction  .

The motion passed unanimously with Rep. Anderson absent for the vote.

MOTION:       Rep. Lifferth moved to pass 3rd Substitute H.B. 374 out favorably as amended. The motion passed unanimously with Rep. Anderson absent for the vote.

MOTION:       Rep. Lifferth moved to place 3rd Substitute H.B. 374 on the Consent Calendar. The motion passed unanimously with Rep. Anderson absent for the vote.

MOTION:       Rep. Fawson moved to adjourn. The motion passed unanimously with Rep. Anderson absent for the vote.
