7 LONG TITLE
8 General Description:
9 This bill supplements or reduces appropriations previously provided for the use and support
10 of state government for the fiscal year beginning July 1, 2016 and ending June 30, 2017 by restoring
11 appropriations vetoed by the Governor.
12 Highlighted Provisions:
13 This bill:
14 ▸ restores budget increases and decreases originally passed in Senate Bill 2, Item 6, 2016
15 General Session, but vetoed by the Governor; and,
16 ▸ provides intent language.
17 Money Appropriated in this Bill:
18 This bill appropriates $4,773,900 in operating and capital budgets for fiscal year 2017, all of
19 which is from the Education Fund.
20 Other Special Clauses:
21 This bill take effect on July 1, 2016.

25 Be it enacted by the Legislature of the state of Utah:
26 Section 1. FY 2017 Appropriations. The following sums of money are appropriated for the
27 fiscal year beginning July 1, 2016 and ending June 30, 2017. These are additions to amounts
28 previously appropriated for fiscal year 2017.
29 Subsection 1(a). Operating and Capital Budgets. Under the terms and conditions of
30 Utah Code Title 63J, the Legislature appropriates the following sums of money from the funds or
31 fund accounts indicated for the use and support of the government of the State of Utah.

45 The Legislature intends that the Department of Workforce
46 Services (DWS) authorize Temporary Assistance for Needy
47 Families (TANF) funds for one year for the UPSTART
48 program ($500,000). This TANF funding is dependent upon
49 availability of TANF funding and expenditures meeting the
50 necessary requirements to qualify for the federal TANF
51 program. The Legislature further intends that DWS report to
52 the Office of the Legislative Fiscal Analyst no later than
53 September 1, 2016, regarding the status of these efforts.
54 Section 2. Effective Date.
55 This bill take effect on July 1, 2016.
