8     LONG TITLE
9     General Description:
10          This bill creates the Autonomous Vehicles Task Force.
11     Highlighted Provisions:
12          This bill:
13          ▸     creates and provides for the membership of the Autonomous Vehicles Task Force;
14          ▸     provides for salary and expenses of task force members; and
15          ▸     provides for task force duties, meetings, and reports.
16     Money Appropriated in this Bill:
17          This bill appropriates in fiscal year 2018:
18          To the Senate, as a one-time appropriation:

29     Be it enacted by the Legislature of the state of Utah:
30          Section 1. Autonomous Vehicles Task Force -- Creation -- Membership -- Quorum
31     -- Compensation -- Staff.
32          (1) There is created the Autonomous Vehicles Task Force consisting of the following

34          (a) two members of the Senate appointed by the president of the Senate;
35          (b) two members of the House of Representatives appointed by the speaker of the
36     House of Representatives;
37          (c) the executive director of the Department of Transportation, or the executive
38     director's designee;
39          (d) the commissioner of the Department of Public Safety, or the commissioner's
40     designee;
41          (e) the commissioner of the Department of Insurance, or the commissioner's designee;
42          (f) the chair of the State Tax Commission, or the chair's designee;
43          (g) one person appointed jointly by the state's four metropolitan planning
44     organizations;
45          (h) one person appointed by the Utah League of Cities and Towns;
46          (i) one person appointed by the Utah Association of Counties;
47          (j) Ĥ→ [
one person] two individuals ←Ĥ with expertise in autonomous vehicle technology
47a     and infrastructure, or
48     in a related field, appointed by the governor;
49          (k) Ĥ→ [
one person] two individuals ←Ĥ with expertise in autonomous vehicle technology

50     in a related field, appointed by the president of the Senate; and
51          (l) Ĥ→ [
one person] two individuals ←Ĥ with expertise in autonomous vehicle technology

52     in a related field, appointed by the speaker of the House of Representatives.
53          (2) (a) The president of the Senate shall designate a member of the Senate appointed
54     under Subsection (1)(a) as a cochair of the task force.
55          (b) The speaker of the House of Representatives shall designate a member of the House
56     of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
57          (3) A majority of the members of the task force constitutes a quorum. The action of a

58     majority of a quorum constitutes the action of the task force.
59          (4) (a) Salaries and expenses of the members of the task force who are legislators shall
60     be paid in accordance with Section 36-2-2 and Legislative Joint Rules, Title 5, Chapter 2,
61     Lodging, Meal, and Transportation Expenses, and Legislative Joint Rules, Title 5, Chapter 3,
62     Legislator Compensation.
63          (b) A member of the task force who is not a legislator may not receive compensation
64     for the member's work associated with the task force, but may receive per diem and
65     reimbursement for travel expenses incurred as a member of the task force at the rates
66     established by the Division of Finance under Sections 63A-3-106 and 63A-3-107.
67          (5) The Office of Legislative Research and General Counsel shall provide staff support
68     to the task force.
69          Section 2. Duties -- Interim report.
70          (1) The task force shall review and make recommendations on:
71          (a) the strategic vision for the role of autonomous vehicle technology and infrastructure
72     in accomplishing the state's economic and quality of life goals;
73          (b) implementing standards and best practices for autonomous vehicles suggested by
74     the National Highway Traffic Safety Administration and the American Association of Motor
75     Vehicle Administrators, including traffic safety laws; and
76          (c) regulatory structures to address autonomous vehicles, including various levels of
77     vehicle automation.
78          (2) The task force may hold no more than four meetings per year.
79          (3) The task force shall present a final report, including any proposed legislation, to the
80     Transportation Interim Committee before November 30, 2017.
81          Section 3. Appropriation.
82          The following sums of money are appropriated for the fiscal year beginning July 1,
83     2017, and ending June 30, 2018. These are additions to amounts previously appropriated for
84     fiscal year 2018. Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures
85     Act, the Legislature appropriates the following sums of money from the funds or accounts
86     indicated for the use and support of the government of the state of Utah.
