UTAH PUBLIC EDUCATION REVIEW AND STRATEGIC PLANNING

7     LONG TITLE
8     General Description:
9          This bill extends the time and enacts provisions as necessary to complete the review
10     and strategic planning for Utah's public education system Ĥ→ , consistent with the provisions of
10a     Utah Code Section 53A-1-102.5 ←Ĥ .
11     Highlighted Provisions:
12          This bill:
13          ▸     requires the legislative auditor to review the effectiveness of education policies and
14     programs by November 30, 2018;
15          ▸     requires the State Board of Education to prepare and submit a complete and updated
16     10-year plan to the Education Interim Committee by November 30, 2019; and
17          ▸     requires the Education Interim Committee to review the updated and revised
18     10-year plan, recommend changes, and consider legislation that would implement
19     the updated 10-year plan.

28     Be it enacted by the Legislature of the state of Utah:
29          Section 1. Section 53A-1-103 is enacted to read:
30          53A-1-103. Comprehensive review of education policies and programs.
31          (1) (a) As provided in Section 53A-1-101, the state public education system is
32     responsible for and committed to achieving and upholding best practices and the most effective
33     and efficient measures for the highest quality education of Utah's students.
34          (b) To fully and timely accomplish the provisions and requirements of Section
35     53A-1-102.5, the following provisions are adopted.
36          (2) Before November 30, 2018, and subject to the prioritization of the audit
37     subcommittee, the legislative auditor general shall conduct an independent performance history
38     audit of the educational policies and programs of the state public education system to fulfill the
39     requirements of this section and Section 53A-1-102.5.
40          (3) (a) Before November 30, 2019, the State Board of Education shall:
41          (i) revise, update, and supplement the 10-year plan provided in Section 53A-1-102.5
42     based on the program audit findings and recommendations authorized and provided in
43     Subsection (2); and
44          (ii) present the completed and updated proposed 10-year plan for Utah's public
45     education system to the Education Interim Committee, including Ĥ→ [

recommendations for the repeal of prior provisions of code that are outdated and
47     no longer applicable or necessary Ĥ→ [
; and
48          (B) recommendations to facilitate the recodification of Title 53A, State System of
49     Public Education, by the Legislature before July, 2020.

50          (b) The completed and updated 10-year plan shall be prepared and presented by the
51     State Board of Education following and based on thorough and careful consideration of the
52     audit report, as provided in this section.
53          (c) (i) As fundamentally stated and recognized in Section 53A-1-101, civic readiness
54     and informed and responsible citizenship shall also be a significant focus and guiding principle
55     of public education in the state.
56          (ii) The focus and principles as referenced in Subsection (c)(i) shall be included in the

57     development and implementation of the completed and updated 10-year plan provided in this
58     section.
59          (4) (a) The Education Interim Committee shall:
60          (i) hear and receive from the State Board of Education and the legislative auditor the
61     supporting report and recommendations upon which the completed and updated 10-year plan is
62     to be based;
63          (ii) recommend changes to the updated 10-year plan; and
64          (iii) consider legislation, if necessary, to implement the completed and updated 10-year
65     plan.
66          (b) All efforts leading up to final adoption of the completed and updated 10-year plan,
67     including all periodic updates thereafter, as provided in Subsection 53A-1-102.5 (2), shall
68     reflect the ongoing collaboration of the elected representatives of the parents of the students
69     throughout the state as described in Section 53A-1-101.
